Synopsis:

The procurement will construct a POL Truck Company Operations Facilities (TEMF/COF), Fort Lee, VA. Construct a standard-design company operations facility; covered hardstand-design vehicle maintenance facility, deployment equipment storage, and an organizational storage facility and vehicle parking. Connect to energy monitoring and control system (EMCS). Install intrusion detection system (IDS). Provide fire protection and alarm systems; supporting facilities include underground utilities; electrical service; exterior lighting; paving; sidewalks; curbs and gutters; sewer systems; storm drainage; information systems, exterior building signage; parking and site improvements. Self-contained system will provide heating and air conditioning. Access for the physically disabled will be provided in public areas. Comprehensive interior and furnishings related design services are required. The evaluations factors for this procurement is as follows, listed in descending order of importance. Offerors will be evaluated on both technical quality and conformance to the solicitation and price. The Government reserves the right to reject any or all proposal prior to award; to negotiate with any or all proposers; to award the contract to other than the lowest total price and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. The construction duration is 18 months from receipt of Notice to Proceed. The magnitude of construction is estimated to be $9,550,000.00. The receipt date for proposals is August 5, 2008 by 2:00 pm.
