Description
This proposed procurement is Unrestricted, NAICS is 236220, small business size standard $31,000,000.00.     Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package.     Estimated cost of construction is between     $5,000,000 and $10,000,000. Estimated construction completion time is 540 days.     Work under this project consists of a (2,476 m2 / 26,000 sf)     Physical Fitness Facility. Facility will include gymnasium with a basketball court, racquetball court , weight room, exercise room, restroom / locker rooms with showers, sauna, and administrative space. Site improvements include all necessary utility connections, pavements, and landscape to support facility requirements. Access for handicap will be provide d. The facility will satisfy all DoD AT/FP construction criteria. Existing facility (1,815 m2 / 19,534 sf) will be demolished.     The Site Visit date will be stated in the solicitation.     Large Business Firms are required to submit a Subcontracting Plan with their proposals.     The Small Business subcontracting goal for this procurement is 70% of the total subcontracting dollar value.     Of that 70%, 6.2% should be placed with Small Disadvantaged Businesses, 7.0% with Women Owned Small Businesses, 9.8% with HubZon e Businesses, 3.0% with Veteran Owned Small Businesses and 9.8% with Service Disabled Veteran Owned Small Businesses.     The solicitation will be provided in an electronic format, free of charge, to all registered plan holders.     The media through which the G overnment chooses to issue this solicitation will be the Internet only.     This solicitation will not be issued in paper.     In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Regis tration (CCR) to be considered for award of a Federal contract.       For information regarding future registration, contact CCR Web site at http:/ccr.gov .     Other information regarding registration can be obtained through CCR Assistance Center (CCRAC) at 1-88 8-227-2423.     A paper form for registration may be obtained from the DOD Electronic Commerce Information Center at 1-800-334-3414.     It is imperative that all small disadvantaged businesses contact their cognizant Small Business Administration Office to obta in Small Disadvantaged Business Certification.     Without SBA SDB certification, a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/ subcontractors.     Issuance on or about 26 March 2008;     proposals due on or about 1 May 2008.
