Synopsis:

This proposed procurement is UNRESTRICTED; NAICS 236220 with a small business size standard of not to exceed $31.0 million average annual receipts over the preceding three fiscal years. Estimated cost of construction is between $25,000,000.00 to $10 0,000,000.00. Construction completion is 730 calendar days. This is a Two-Phase Design-Build acquisition to construct a Headquarters Command Center (HQCC) administrative facility for the Missile Defense Agency (MDA) activities on Fort Belvoir, Virginia to support 259 personnel. This project consists of an 89,522 square foot multi-story reinforced concrete or structural steel building on concrete footings. Required functional areas including administrative space, executive suite, reception and access contr ol center, security operations center, sensitive compartmentalized information facilities, special access areas, mailroom, technical library, computer operations, meeting rooms, training area, graphics, break rooms and storage areas. Project to meet silve r LEED rating certification. Supporting facilities include water, domestic and storm sewers, gas and electric services; fire protection and alarms systems; telecommunications; standby generators for mission critical functions; parking; sidewalks, street l ighting; landscaping; and site improvements. Access for the handicapped will be provided. Antiterrorism force protection measures including building standoff distances, structural preventive collapse, laminated glass, lighting, bollards, control gates an d berms. This procurement will be evaluated based on Best Value for award of this project. The evaluation criteria will be set forth in the solicitation package. All responsible sources may submit a proposal which shall be considered by the agency. Larg e Business firms are required to submit a subcontracting plan at the time for receipt of their proposals. The subcontracting goals are 51.2% for Small Business 8.8% for Small Disadvantaged Business, 7.3% for Women Owned Business, 3.1% for HubZone Business , 1.5% for Veteran-Owned Business and 1.5% for Service Disabled Veteran-Owned Business. Small Disadvantaged Businesses must contact their cognizant Small Business Administration Office to obtain Small Disadvantaged Business Certification. Without an SBA SDB Certification, neither a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors. Phase One is the prequalification phase, offerors will submit their technical proposal as directed in th e solicitation. Phase Two the offerors selected in Phase One will be solicited to provide pricing data in response to the amendment to the solicitation that will be issued when Phase Two begins. You must be registered with the Central Contractor Registration Database (CCR) to receive a government contact award. You may register with the CCR at http://www.ccr.gov/. This Phase One solicitation is schedul ed to be issued on or about 03 December 2007, and proposals will be due on or about 08 January 2008. Amendment 6, issued 27 May 2008
