*** This is a re-posted document from 08SQ308104A*** The Lower Colorado Region of the U.S. Bureau of Reclamation has a requirement to EITHER deepen an existing 1,002 foot hole to 2,500 foot (+/- 500 foot), OR drill a new hole from the ground surface to 2,500 feet (+/- 500 feet). The drilling is part of an exploration program to provide water to the Prospect Valley of the Hualapai Reservation. The decision to deepen the existing hole or to start a new hole from the surface will be made after receipt of offers. The Government will solicit for alternative price schedules based on the each of the two scenarios. The project is located in the northeastern section of the Hualapai Indian Reservation; approximately 48 miles (33 miles paved, 15 miles graded dirt) northeast of Peach Springs, Arizona. Access to the drilling site is paved Hwy.18 (from Hwy.66) and a graded dirt road from Hwy.18. The drilling site is accessible by 2-wheel drive, high clearance vehicles. There will be a a general site visit to the construction area on Dec.12, 10am (MST). Attendees will meet at Peach Springs AZ, 947 Rodeo Way, Hualapai Dept. of Natural Resources Office. Directions: From Hwy.66 in Peach Springs, turn south on Diamond Creek Road (just west of Hualapai Lodge). After crossing the railroad tracks, turn left (east) on first paved road to the left (Rodeo Way). The Dept. of Natural Resources offices are in the first buildings on the left (north) side of Rodeo Way. If you plan to attend you MUST REGISTER. Interested parties should provide attendees names(s) and company name to mschafer@lc.usbr.gov no later than December 11, 2007. WE STRONGLY ENCOURAGE YOU TO ATTEND THIS SITE VISIT IF YOU ARE INTERESTED IN COMPETING FOR THE CONTRACT WHEN THE REQUIREMENT IS SOLICITED. Qualified Contractors shall (1) have specialized experience in deep drilling (2,500 to 3,500 feet) with air; (2) possess a valid State of Arizona Drilling License. A copy of a valid license shall be included in the offer's response and information of relevant experience and past performance. The magnitude of this construction project is estimated between $250,000 and $500,000. The North American Industry Classification System (NAICS) code is 237110 - Water and Sewer Line and Related Structures Construction, the size standard is $31 million in average annual receipts. This acquisition is unrestricted and all responsible sources may submit a proposal. A bid guarantee in the amount of 20% of the bid price will be required. Pursuant to the Miller Act, performance and payment bonds at 100% of original contract price will be required following award. We anticipate posting a solicitation on or about January 5, 2008, but all dates in this synopsis are subject to change. This solicitation is unrestricted. All responsible sources may submit a proposal which will be considered by the agency. The solicitation and any amendments to the solicitation will be available through Federal Business Opportunities (www.fedbizopps.gov) website. All interested parties are responsible for checking this website to ensure they have the most current information. Central Contractor Registration (CCR) is required for all vendors doing business with the Government. Prospective vendors must be registered in CCR prior to the award of a contract. Lack of registration in the CCR database will make an offeror ineligible for award. The Central Contractor Registration can be accomplished via the CCR web site, http://www.ccr.gov.
