CONTRACT INFORMATION: This is a pre-solicitation notice for a design/build, set-aside for qualified, SBA approved 8a from SBA Region 10 or an SBA approved 8a Joint Venture (JV). The procurement will be conducted using source selection procedures an d the award will be based on the best value to the Government considering price and non-price factors, which are cited in this announcement and the solicitation. Any resulting contract will be firm-fixed priced. This will be a design build contract with a one-step selection process. Offerors are advised that a contract resulting from this solicitation is contingent upon Congressional appropriation approval. Should Congress not appropriate the funds, the solicitation will be cancelled. If the project is cancelled, all proposal preparation costs will be borne by the offeror. The Davis-Bacon Act will apply. All responders are advised that this project may be canceled or revised at any time during the solicitation, selection, evaluation, negotiation and up to final award. All contractors are advised that they must be registered in CCR and ORCA http://orca.bpn.gov. Joint ventures must also be registered in CCR and ORCA as a joint venture. We advise contractors to begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. Project Title: Design/Build School Age Services Center, Fort Wainwright, AK, US ARMY ENGINEER DISTRICT, ALASKA, UPC: FTW345. (1) PROJECT INFORMATION: Construct a 195 capacity School Age Services center for children ages 6-12 years old on Fort Wainwright, Alaska. This facility will provide a centralized facility for school age programs, as well as administrative space for Family Child Care Administration, Education and Outreach Programs, and the Child and Y outh School Liaison. The School Age Services center shall include an Arctic entryway, SKIES Unlimited classrooms space, space for food service, age appropriate activity spaces (classrooms), technology lab with DLAN connections, isolation areas, laundry, w aiting and reception, administrative areas, staff lounge, storage, and restroom facilities. Also included is a fenced outdoor play area with age-appropriate play-ground equipment which includes safety surfacing, and a multipurpose field area. Project may encompass demolition of Building 4391 once new construction is complete and facility is occupied. Project includes connection for energy monitoring and control systems (EMCS). Supporting facilities to include utilities (connection to existing undergroun d utilidor), electric service, exterior lighting, paving, walks, curbs, gutters, erosion control measures, information systems (phone and local area network connections), site improvements, anti-terrorism/force protection (AT/FP), and fire protection. Per iod of performance is approximately 540 calendar days. The construction magnitude for the anticipated contract is $10M-$25M. Joint Ventures demonstrating the necessary qualifications will be considered and are encouraged. (2) SELECTION CRITERIA: Offero rs proposals will be evaluated for award based on: Technical Design (Site Design, Building Functional and Aesthetics, Quality of Building Systems and Materials, Sustainability), Performance Capability (Specialized Experience, Past Performance, Key Personn el Capabilities and Experience, Organization/Technical Approach, Proposed Contract Duration and Summary Schedule) and Price Information. The Government conside rs the overall non-price rating to be significantly more important than price.
