Project Description: The Bureau of Reclamation has a requirement for the construction of an 8,000 acre-foot storage reservoir and 1,800 cubic feet per second conveyance system to provide additional storage space to conserve a portion of non-storable flows that pass downstream from Imperial Dam and are currently not captured in the lower Colorado River system. The project is located to the north of the existing All American Canal Drop Structure No. 2 along Interstate Highway 8 in Imperial County, California approximately 30 miles east of El Centro, California, and 25 miles west of Yuma, Arizona. Principal features of work include constructing Interstate 8 Highway temporary traffic detour; earthwork for steel pipe crossing; earthwork for canal; earthwork for structures; earthwork for reservoir; earthwork for roads; furnishing and installing geomembrane, geonet, and geotextile liners for reservoir; constructing soil-cement liner for reservoir; furnishing and laying steel pipes; constructing reinforced cast-in-place concrete structures; constructing concrete canal lining; constructing control building; furnishing and installing various mechanical features; and furnishing and installing various electrical features. The project period of performance is anticipated to begin September 15, 2008 with an anticipated completion date of October 30, 2010. A negotiated firm-fixed price contract will be awarded. The magnitude of this construction project is estimated to be more than $100,000,000. The North American Industry Classification Systems (NAICS) code for this project is 237990 - Other Heavy and Civil Engineering Construction with a size standard of $31.M. This solicitation is unrestricted. All responsible sources may submit a proposal which will be considered by the agency. A site visit will be held on Tuesday, May 06, 2008 at the Reservoir site immediately north of Interstate 8-Exit 146 in Imperial County, California beginning at 8:00 AM PST. The solicitation and any amendments to the solicitation will be available through Federal Business Opportunities (FBO) (www.fedbizopps.gov) website. The attachments to the solicitation are too large to post to this site but will be available on an accessible internet site for download. The solicitation will clearly state the internet address when it is issued. It is anticipated the solicitation will be issued on or about April 21, 2008; however all dates in this announcement are subject to change. Responses will be due on or about June 06, 2008. All interested parties are responsible for checking the FBO website to ensure that they have the most current information. Offerors are required to have a current registration on the Central Contractor Registration (CCR) to be eligible for contract award.
