Whiskeytown National Recreation AreaPre-solicitation Notice
This requirement is Full and Open Competition, however the National Park Service encourages the participation of disadvantaged and women-owned business firms.
The National Park Service, has identified a requirement for a Design/Build contract for the unsafe, dilapidated wood dock and concession-operated (NPS owned) boat docks/slips at the Brandy Creek Marina, Whiskeytown National Recreation Area, Shasta County, Whiskeytown, CA. Project includes removal of old unsafe wooden docks/slips. This one-for-one replacement project will support a concession marina operation.The successful contractor will furnish all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of the above named project.
Contractors will be rated on the following criteria:
50% QUALITY:
Relevant Experiencea. Experience in design of commercial marina dock/slip similar to that specified.b. Experience in construction of commercial marina dock/slip similar to that specified.c. Experience in working with commercial marina operations and in heavy visitor use areas.d. Experience in effectively managing construction activities involving labor, materials, equipment and sub-contractors associated with marina operations.e. Experience working n protected or environmentally sensitive areas.f. Demonstrate experience using environmentally acceptable methods in construction and job site waste management.
Past Performancea. The Offeror was capable, efficient, and cooperative during performance as demonstrated by job meetings and correspondence.b. The Offeror's performance conformed to the terms of the contract, including timely submittals and complete pay requests.c. The Offeror was reasonable and cooperative during performance as demonstrated by price negotiations and change orders.d. The Offeror was committed to customer satisfaction as demonstrated by complete as-builts and O&M; manuals and instruction.e. The Offeror has satisfactorily performed other Federal, State, or Local government contracts.
Qualifications and Experience of Key Personnela. Experience in managing projects and maintaining cost control as demonstrated by past projects.b. Experience in managing projects and maintaining schedules as demonstrated by past performance.c. Experience in managing projects within a required Safety Plan and OSHA standards.d. Demonstrated experience and qualifications as demonstrated by submitted resumes of education and past projects.
50% PRICE:Price Reasonableness
Award selection will be based on the overall best value to the government after considering price and factors other than price.
A site visit will be scheduled for all interested parties with the time and date to be announced in the solicitation, Section L, clause 52.236-27, Site Visit (Construction).
In accordance with the Federal Acquisition Regulation (FAR), Part 36, the estimated magnitude of construction is between $500,000 and $1,000,000. The NAICS code for this requirement is 237990. Size Standard is $31M.
Interested parties should prepare their Technical and Price proposals by the closing date which will be identified in the solicitation. Responses from Bidders will be accepted at the address listed in the solicitation in hard copy with the manual signature of the authorized company official. Facsimile offers shall NOT be accepted.
The solicitation will be issued electronically on the Department of Interiors (DOI) National Business Center (NBC) web site at http://www.ideasec.nbc.gov on or about May 29, 2008. PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS OR FAX REQUESTS FOR THIS SOLICITATION WILL NOT BE ACCEPTED. Proposals will be due 30 calendar days after the ACTUAL posting date of the solicitation. All questions pertaining to this pre-solicitation notice and requirement should be sent in writing to Barbara_Helphrey@nps.gov.
