SOURCES SOUGHT FOR THE DESIGN-BUILD CONSTRUCTION OF MARKET STYLE BACHELOR ENLISTED QUARTERS (BEQ) IN NEW ORLEANS, LA. THIS IS A SOURCES SOUGHT ANNOUNCEMENT; A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THERE IS NO BID PACKAGE OR SOLICITATION. Naval Facilities Engineering Command Southeast (NAVFAC SE) is seeking qualified and interested parties on an unrestricted acquistion basis. The work will primarily consist of design and construction of multi-story, steel-frame buildings, pile foundations, reinforced concrete floors, brick siding, standing metal seam roof system; mechanical/electrical systems; heating, ventilation and air conditioning; fire protection system, security system; site improvements. Facility design will incorporate anti-terrorism and force protection features. Market-style apartments will have living/sleeping area for 242 El-E6 personnel. Each apartment will comprise of two bedrooms (two personnel in each bedroom) with four closets, two bathrooms, a full kitchen, washer/dryer area, and living/dining area. Project also includes parking lot for BEQ residents and staff as well as necessary roadways, pavement and infrastructure to support the new facility. The contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, design and incidental engineering, and other items necessary to construct this project at site yet to be determined in New Orleans, LA. This project will be solicited with 100% design drawings and specifications. The request for proposal is anticipated to be formatted as a two-phase solicitation in accordance with FAR Part 36. Award will be made to the responsible offeror whose proposal, as it conforms to the solicitation requirements, represents the best value to the Government.
The NAICS Code for this solicitation is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $31,000,000. The projected magnitude for this project is more than $10M. Interested sources are invited to respond to this sources sought announcement. Respondents shall provide up to five projects that best demonstrate the companys experience relative to the types of work covered by this requirement. Projects should be representative of NAICS 236220 and be similar in size, scope, and complexity to this requirement. Contracts must have been performed or substantially performed within the last five years. Contracts with federal, state, or local Government, and/or commercial customers will be accepted. Also, state whether your firm is capable in meeting LEED Silver standards for design and construction on this type project.
Respondents will not be notified of the results of the evaluation. However, NAVFAC SE will use the information provided for technical and acquisition planning. If adequate numbers of responses are received from qualified 8(a), HUBzone or Service Disabled Veteran-Owned Small Business concerns, the acquisition may be solicited on a set-aside basis. All proprietary information not to be disseminated in Government documents must be clearly identified.

Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the participants.
