Synopsis:
The Department of Veterans Affairs (VA), Office of Construction and Facilities Management (CFM), Washington, DC is seeking construction contractors to build a new VA medical center in North Las Vegas, NV. The Project No. is 593CA2202, titled New VA Southern Nevada Healthcare System (VASNHS) Medical Center, Phase IV located at 6900 N. Pecos Rd., North Las Vegas, Nevada, 89086. The boundaries of the site are Clark County, 215 Beltway to the north, Deer Springs Road to the south, and a common property line with the City of North Las Vegas to the east. The immediate surrounding properties are also currently undeveloped and are planned for regional-scale commercial development. Competition for this procurement is unrestricted (full and open competition.) The contractor shall provide all labor, materials, transportation, supervision, supplies, and tools necessary for the construction of approximately 790,000 gross square feet (GSF) medical center. The project site is rectangular in shape with approximate dimensions of 2,400 feet northsouth by 2,600 feet east-west. The site has a limited slope of 2% as measured along the north-south direction. The new VASNHS Medical Center work includes primary components as follows: (1) 90-beds Inpatient Care / Mental Health Care Units (2) Ambulatory Care facilities, (3) Radiology/MRI/Nuclear Medicine, (4) Pharmacy, (5) Laboratories, (6) Diagnostic and Treatment Clinics, (7) Education/Administration, (8) Warehouse. The seven-story building will include an intermediate mechanical floor to feed the heavy medical section of the new Medical Center. In addition, all major mechanical and electrical equipment intended for installation in the new existing Energy Center will be furnished and installed under this new VASNHS Medical Center, Phase IV construction contract. This equipment list includes boilers, chillers, pumps, generators, switchgears, substations, switches, and cooling towers. The new VASNHS Medical Center is intended to be fully operational on full emergency power, with reserve water supplies, and wastewater storage capacity for up to four days. The project also involves sustainable design including use of recovered materials, achieving waste reduction, and energy efficiency. Mechanical, plumbing, electrical nurse call, medical gases, and fire safety systems are designed to meet current codes and standards. All structures and utilities are designed to meet VA Seismic Design Requirements H-18-08. The new VASNHS Medical Center will comply with the Uniform Federal Accessibility Standards (UFAS) and PG-18-13 in all areas. Bonds are required. The estimated cost for Project #593-202 is more than $100,000,000.00. The applicable NAICS is 236220 and the Size Standard is $31.0M. Small business subcontracting goals for this project are as follows: (a) 28.7% for Small Business (SB); (b) 5% Small Disadvantaged Business (SDB); (c) 7% for Service Disabled Veteran Owned Small Business (SDVOSB); (d) 5% Women Owned Small Business (WOSB); (e) 3% HUBZone, and (f) 10% Veteran Owned Small Business (VOSB.) Solicitation documents will be available on or about June 5, 2008 and the approximate proposal due date is August 04, 2008 at 2:00 p.m. local EST. Award of a Firm Fixed-Price construction contract is scheduled for on or about September 30, 2008. The offeror shall obtain any and all necessary licenses and/or permits required to perform this work in the State of Nevada. Prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. You no longer have to submit representations and certifications with your proposal. Instead this solicitation contains a single provision that will allow you to either certify that all of your representations and certifications in ORCA are current, complete and accurate as of the date of your signature, or list any changes. Prospective contractors may request a copy of solicitation documents, which is available only in Digital Versatile Disc (DVD) format, from RTKL/JMA Architectural Studios-Joint Venture, 10150 Covington Cross Dr., Las Vegas, NV. 89144. Again, solicitation documents are only available in DVD format due to the size of the files. A Pre-proposal Conference and small business workshop is scheduled for July 1, 2008 at 10:00 AM local time at the Palace Station Casino/Hotel, Salon G, 2411 W Sahara Blvd, Las Vegas, Nevada. There will be no public bid opening. The proposals shall be evaluated and award shall be made utilizing the Best Value method under FAR Part 15.
