Description
The U. S. Department of Agriculture, Agricultural Research Service, Midwest Area, has a revised project entitled Construct Waste Stream Settling Chamber at USDA, NVSL, CVB, Ames, IA. Furnish all labor, materials, tools, equipment, transportation, supervision and other necessary work for preparing the site and constructing the Waste Stream Solids Elimination Project located in Ames, Iowa. The Base Bid work includes but is not limited to the construction of a concrete settling chamber. Option 1 work includes but is not limited to furnishing and installing screens within the chamber. Please note that all mounting provisions shall be furnished and installed as part of the base bid. Option 2 work includes but is not limited to construction of a gravel drive. Option 3 work includes but is not limited to electrical installation associated with alarm beacons and floats for the settling chamber. In addition to the above information, some modification of existing site elements will be required as listed in the drawings. This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonable priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the Federal Biobased Products Preferred Procurement Program (FB4P). The period of performance is 90 calendar days after receipt of Notice to Proceed (NTP). The Magnitude of Construction is estimated between $100,000 to $250,000. SET-ASIDE: This acquisition will be totally set-aside for Service-Disabled Veteran-Owned Small Businesses. All responsible Service-Disabled Veteran-Owned Small Businesses may submit an offer which shall be considered by the agency. The NAICS code is 236220 and the annual size standard is 31 million. This is an Invitation for Bid (IFB) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-23. Solicitation No. AG-5114-S-08-AA02 is scheduled for uploading on or about February 29, 2008. The solicitation will be posted on the FedBizOpps website at www.fedbizopps.gov. No paper copies of the solicitation will be issued. It is the responsibility of the contractor to check the website for the solicitation, as well as any amendments that may arise. A pre-bid site visit will be scheduled and information provided in the solicitation package. This will be the only opportunity to visit the job site prior to submission of bid. It is highly recommended and strongly encouraged that all prospective bidders visit the project site, inspect and observe the site conditions, and review the project scope and requirements at the site prior to submission of a bid. Sealed bids will be due by 2:00 PM on March 31, 2008. A firm-fixed price contract will be awarded to the responsible offeror who submits the lowest bid. Contractors are required to register or update their registration at the Central Contractor Registration website at www.ccr.gov in order to receive a contract award under this solicitation, and register or update their registration at the Online Representation and Certification Application website at http://orca.bpn.gov.
