Description
The U.S. Army Corps of Engineers (USACE), Northwest Division, Portland District (NWP) has a competitive requirement for the Bonneville 2nd Powerhouse DC and Preferred AC. This solicitation will result in a single award firm fixed price contract. This contract will install two completely independent DC and Preferred AC (battery derived) systems within Bonneville 2nd Powerhouse. Each independent DC system will include a new 125VDC battery, 125VDC battery charger, 125VDC service panel, and 125VDC battery monitoring system with computer. There will also be a third 125VDC battery charger installed that will act as a swing charger, serving backup to either DC system. Each 125VDC service panel will have new dedicated feeds installed to sub panels to establish a truly redundant system in order to eliminate virtually all single points of failure modes. Each independent Preferred AC system will include a new 120VAC inverter, 480/120 single phase transformer to serve as bypass to the inverter, manual bypass switches external to the inverter for maintenance purposes, and new 120VAC service panels. Each 120VAC service panel will have new dedicated feeds installed to sub panels to establish a truly redundant system in order to eliminate virtually all single points of failure modes. Respective 125VDC and 120VAC panels will be installed within a battery switchboard lineup. Each battery switchboard will also contain annunciation, protective relaying of the DC system, and metering of DC voltage,current and impedance to ground quantities. Detailed specification will be inclusive in the solicitation package. A Site Safety and Health Officer (SSHO) shall be provided for all new contracts with this District. For this project, the person that will act as the SSHO is required to have a minimum of 3 years safety work with similar projects and a 30 Hour OSHA construction safety class (or equivalent) taken within the last 3 years. The SSHO may have no other duties for this work except function as the on-site CQC Manager. Competition for this procurement is full and open. The NAICS Code is 2358210 and the small business size standard is 13 million. Large business will be required to submit a small business subcontracting plan. The Magnitude of Construction is between $1,000,000.00 and $5,000,000.00. This procurement will be a Request for Proposal (RFP) and a firm-Fixed-price contract will be negotiated as a result of this procurement. The solicitation for this project will be issued in electronic format. The solicitation will be made available on FedTeds website after it is issued. Interested parties must be registered on Fedteds (www.fedteds.gov) to download the solicitation information. In order to conduct business with the Department of Defense contractors must be enroll on the Central Contracting Register (CCR) www.ccr.gov. Offerors are responsible for checking the referenced page for any update(s). The Government is not responsible for any loss of Internet connectivity or for an offerors inability to access the document posted at the referenced website. The solicitation issue date is anticipated to on or about April 25, 2006 with a close date on or about May 25, 2008; the tentative award date of on or about June 15, 2008. A lowest priced technically acceptable method will be used to evaluate proposals. The evaluation will include 3 factors to include price as a non-technical factor. The Evaluation Factors that may be considered are: Relevant Experience and Past Performance. The Request for Proposal will contain complete evaluation criteria.
