Description: The Department of Veterans Affairs is seeking proposals from Construction firms for this project. This procurement is full and open competition (unrestricted)for Construction of Consolidation Phase II Ambulatory Care Center at the VA Pittsburgh Health Care System, H.J. Heinz III Division, and Pittsburgh, Pennsylvania. The project is Phase II of the Consolidation of the Pittsburgh VA Health Care System and will construct approximately 117,000 square feet of clinical space. Contractor shall furnish labor and materials, equipment, transportation, supervision, coordination and services required to perform and complete the work required by drawings and specifications including, but not limited to, the following: 1. Construction of a new Ambulatory Care Center (new Building #71), with all associated support systems. Ambulatory Care Center will be a 2-story structure with partial basement and will have a 1-story connecting corridor to existing Building #51. Total building area will be approximately 117,000 square feet. 2. Renovation of existing Building #51 at connecting corridor and where indicated. 3. Demolition and removal of Buildings 7 & 17, existing Building 1 foundation, and associated asbestos abatement and removal of hazardous waste. 4. Site Excavation and Grading 5. Construction of new roads, parking lots and walks. 6. Landscaping. The offeror shall furnish, obtain any and all necessary licenses and/or permits required to perform this work in the state of Pennsylvania. Cost Range for this procurement is between $20,000,000 and $50,000,000. The NAICS Code for this procurement is 236220. Solicitation documents will be available on or about February 25, 2008. All responsible sources may submit a proposal, which shall be considered by the Department of Veterans Affairs. Proposal documents are available at a cost of $250.00 per set, refundable upon return to Astorino at the above referenced address. A Pre-Proposal conference is scheduled for March 6, 2008 at 10:00 AM Local Time at the VA Pittsburgh Healthcare System, H. John Heinz III Progressive Care Center, Delafield Road, Bldg 51, Room 1A109, Pittsburgh, PA 15260. Sealed proposals are due to the Contracting Officer by April 9, 2008, 3:00 PM EDT. There will be no public opening. The Contracting Officer for this procurement is John Blake, (202) 565-5784. All Offerors must ensure that their firms have the ability to provide both 100% Performance and 20% Bid Bonds. The Office of Small Disadvantaged Business Utilization has established the following subcontracting plan participation goals for this project in terms of subcontracting dollars Small Business 23%, Small Disadvantaged Business 5%, Service Disabled Veteran Owned Small Business 3%, Women Owned Small business 5%, Hub Zone Small Business 3%, Veteran Owned Small Business 7%. . The proposals will be evaluated and award made on the basis of Best Value in accordance with the FAR Subpart 15. Contract will be awarded SUBJECT TO AVAILABLE FUNDS.
