The U.S. Army Joint Munitions and Lethality Life Cycle Management Command,Picatinny Arsenal, in support of the Armaments Experimentation and Evaluation Division, is conducting a market survey to identify potential sources for the purchase of XTS 2500 Hand Held Radios and associated accessories, and XTL 2500Desktop Subscriber Units and XTL 2500 UHF Vehicle Based/Mobile Units for installation at Picatinny Arsenal locations and on vehicles in conjunction with the in Land Mobile Radio (LMR) program. The LMR program constitutes an entire system of radios and relay towers which will tie together all users at Picatinny Arsenal, to include Fire, Police, Emergency Medical Services (EMS), Test areas, Safety, Environmental, Garrison, etc.

This Sources Sought / Market Survey is being used to seek sources capable of providing XTS 2500 & XTL 2500 Radios, associated accessories, and installation. These specific model radios must be compatible with the XTS & XTL 2500 Radios that will be used in conjunction with the current Picatinny LMR program.. The XTS 2500 & XTL 2500 Radio are currently available through Motorola. In order to support the LMR Program at Picatinny Arsenal, the Armaments Experimentation and Evaluation Division is seeking sources for the following items:

Thirty-nine (39) each XTS 2500 hand held radios, 380-470MHz R1, 1-5W, 96 channels to include Trunking software 9600 baud, XTS 2500 UCM hardware encryption, two (2) year encrypted repair service, Battery NIMH FM 1700 MA, and Integrated voice and data.

Associated Accessories for XTS 2500 radios to include ten (10) Each, Impres NIMH, 2000 MAH, 7.5V Spare Batteries, six (6) each, Multi (6 radio) battery charging units, five (5) each, Single radio battery charging unit, thirty-nine (39) each, GPS Smart/SUBM RSM (shoulder microphone), one (1) each, CPS R12.00.00 ASTRO 25 PORT/MOBILE, and programming cables.

Five (5) each XTL 2500 Desktop Subscriber Units, UHF R1 380-470MHz inclusive of all labor, equipment, and materials required for installation of antennae at each building location, inclusive of bulkhead arrestor and grounding. Each unit should include Operating ASTRO digital software, Smart zone/Single tone software, Enhanced digital ID display, ASTRO project 25 trunking software, RF pre-amplifier, Control station desk microphone, Mounting cradle for control station, XTL 2500 Control Head, Control station power supply, Control station operation, Encryption hardware, Two (2) year encrypted repair service, Integrated voice and data, and Low PIM Collinear 3DBD Gain Heavy.

One (1) each XTL 2500 Desktop Subscriber Unit, UHF R1 380-470MHz inclusive of all labor, equipment, and materials required for installation of UHF magnetic antennae at the building. The unit should include Operating ASTRO digital software, Smart zone/Single tone software, Enhanced digital ID display, ASTRO project 25 trunking software, RF pre-amplifier, Control station desk microphone, Mounting cradle for control station, XTL 2500 Control Head, Control station power supply, Control station operation, Encryption hardware, Two (2) year encrypted repair service, and Integrated voice and data.

Two (2) XTL 2500 UHF R1 380-470MHz inclusive of all labor, equipment, and materials required for installation of radio and magnetic antennae at vehicle. Each unit should include Vehicle based/mounted unit, Operating ASTRO digital software, Smart zone/Single tone software, Enhanced digital ID display, ASTRO project 25 trunking software, RF pre-amplifier, Magnetic whip antennae (380-433), XTL 2500 Control Head, Palm microphone, Dash mount for radio, Spectra 7.5 watt auxiliary speaker, Encryption hardware, Two (2) yearencrypted repair service, and Integrated voice and data.

Installation of the items described above is required by November 2008.

Interested Offerors should provide, at no cost to the Government, a summary of their capabilities of delivering the hardware and the ability to have it installed in the required time frame. Any related work or prior contracts must be pertinent and specific to the requirements. Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted is welcome.

All information is to be submitted at no cost or obligation to the Government; information provided will not be returned. All responsible, interested Offerors are encouraged to submit their capabilities / qualification data and any pertinent information via email, or electronically, No LATER THAN 05 September 2008. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email.
