The National Transportation Safety Board (NTSB) has a need to provide public access to live and archived webcasts of public hearings, Board Meetings and other NTSB events. This requirement is being synopsized under the North American Industry Classification System code 519130, Internet Publishing and Broadcasting and Web Search Portals, and the size standard is 500 employees.

The NTSB is responsible for determining the probable cause of transportation accidents and for promoting transportation safety. As part of its investigation into accidents, the NTSB holds public hearings to record evidence presented by persons involved in the accidents and by parties to the investigation. The NTSB holds public Board Meetings to discuss and adopt major accident reports, special investigation reports, safety studies, and other related Board initiatives. The NTSB also holds public forums and symposia to discuss and advance interest in certain safety issues.

The number of Board meetings, public hearings, forums, and symposia will vary. The NTSB estimates that webcast services will be needed on 30 days annually. The number of concurrent users will vary depending on the subject matter under discussion and is expected to range from 500 for most Board Meetings to as many as 5,000 for a high-interest public hearing. Therefore, the NTSB anticipates awarding an Indefinite Delivery Indefinite Quantity (IDIQ) type contract with firm-fixed price type Task Orders for a base year and four (4) option years.

The events will be held at the NTSB Conference Center, 429 L'Enfant Plaza, SW, Washington DC 20594. It is anticipated that the solicitation will be posted on or around April 8, 2008 with award anticipated to be on or around June 13, 2008. All responsible sources may submit a proposal which shall be considered by NTSB.
