DOC/NOAA/NESDIS Acquisition Management Division intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and FAR Subpart 6.302-1, Other Than Full and Open Competition U.S.C. 253(c)(1)Only one responsible source and no other supplies or services shall satisfy the agency requirements. The proposed source is BRAXTON TECHNOLOGIES, INC. The Secure Remote Access System (SRAS) is a Windows based system that receives, and archives GOES, POES, and DMSP spacecraft telemetry data, making it available to spacecraft and instrument analysts who have been securely authenticated over remote IP connections.
The item being purchased is as follows:
1. Secure Remote Access System (WebTLM) Software License Renewal and maintenance; Model No. TWB-9050; Qty 1
The Government intent is to procure a software maintenance license. This procurement action accomplishes this requirement. Offerors who believe they can meet this requirement are to submit in writing an affirmative response.
The National Industry Classification systems (NAICS) code is 511210, and the size standard is $23M. No written solicitation will be issued.
All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirements. Failure to submit such documentation shall result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 5 days after publication of this synopsis. Proposal submissions must be submitted to the following contact person in acquisitions.
