(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued.

(ii) This solicitation/synopsis reference number is F1MTCC8137A001 and is being issued as a Request for Quote (RFQ).

(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26.

(iv) This acquisition is listed as being 100% Small Business Setaside. The associated NAICS code is 611699 with a $6.5 million size standard.

(v) The successful vendor will furnish a minimum of two (2) instructors to include per diem and travel costs, labor, and materials necessary to perform Advanced Tactical Integration Training (7-Day course) for twenty four (24) personnel. Personnel will be divided into two groups for training purposes (Group A and Group B). The training course will be conducted between 13 July 2008 thru 19 July 2008 (0800 to 1700 HRS) in the local area at the Federal Law Enforcement Training Center (FLETC), located on the Naval Weapons Station, Goose Creek, South Carolina and at the 1st Combat Camera Squadron Conference Room located on Charleston AFB, South Carolina. The government will provide weapons, tactical gear, facilities and vehicles for the course. The contractor will provide the targets and training aids as needed that are not listed in the Attachment #1. The Contractor will provide ammunition of 500 each 9mm rounds and 500 each 5.56 rounds per student. Ammunition will meet Military Specifications. The Naval Weapons Station has two firing lines at the shooting range which can easily accommodate two groups of twelve (12) students each. A minimum of two instructors is required to allow one instructor on each shooting range and to also serve as the Range Safety Officer (RSO). Attachment #1 describes training locations for each day, required training subjects to cover the 7 day period and break out of subjects between the two training groups.

(vi) Delivery for this requirement is F.O.B. Destination to the following address: Charleston AFB and Naval Weapons Station, Goose Creek, SC. Vendors are to include the following in their quotation:
A breakdown of what the cost will cover.
The course syllabus.
The cost of the course.

FAR 52.212-1: Instructions to Offerors-Commercial
FAR 52.212-2 Evaluation-Commercial Items Evaluation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical capability of the item offered to meet the Government requirement. 2. Price - The Government will evaluate offers for award purposes or the total price for the requirement. 3. Past Performance - Offerors shall provide at least 3 no more than 5 of their most recent (Within 3 year time frame) projects along with their proposal. Price and past performance are weighed equally. If the lowest priced evaluated responsible offer is judged to have an exception performance risk rating, the offer represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers.

(viii) Contractors shall include a completed copy of FAR 52.212-3, Offerors Representation and Certifications Commercial Item or complete electronic annual representations and certifications at http//orca.bpn.gov.

FAR 52.222-42 Statement of Equivalent Hires. In compliance with the Service Contract Act of 1965, as amended and the regulations of the Secretary of Labor (29 CFR Part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C. 5341 or 5332.
