Description: THE VRSPMT is seeking to establish: 1) a full service Contract to provide Fuel Cards and Fuel Management Services. This Request for Response (RFR) is being used to solicit bidders capable of supplying a fleet fuel card, for fuel only, that allows State Drivers the ability to refuel vehicles throughout the Commonwealth and surrounding State areas. It is imperative that alternative fuels (CNG, E85, Propane, LPG, Electric and any other new alternative fuels that are currently available or new technology that is developed during this Contract duration) be addressed in this RFR; and 2) a Vehicle Maintenance and Accident Subrogation Contract to one (1) Contractor with centralized dispatcher used for referral to a Statewide network of service providers under agreement with the Contractor. The network of service providers must consist of Chain accounts, dealerships, Service Stations and Independent Service Stations. The motor vehicle repairs to be provided for the Commonwealth Fleet will include, but are not limited to the following: Preventative Maintenance Service, General Repairs (Tune-up, Exhaust, Engine Repairs, Brakes, Shocks, and Front-end repair and alignment), Towing services, Transmission services and State inspections. Accident Subrogation should minimize vehicle downtime and costs and the Commonwealth requires the following services: Toll free 800 number for reporting, Seven (7) day, twenty-four (24) hour coverage, Immediate assistance with towing and safety concerns, Management of the Accident Repair Process, and Recovery of all expenses associated with the accident when a party other than the Commonwealth is at fault. A separate award will be made for each category, but it is possible for one bidder to receive both awards. It is the Commonwealth's intent that any Contract resulting from this RFR will result in mandatory enrollment by specific Commonwealth departments and additional voluntary enrollment by other Commonwealth departments and eligible political entities. It is estimated that the enrollment by the Commonwealth departments will result in enrollment of 10,000 vehicles of the Commonwealth's fleet. The estimated voluntary enrollment of other Commonwealth departments and eligible entities is not known. It is estimated that Commonwealth departments may purchase an estimated 7,000,000 gallons of fuel annually from retail fuel stations under the Contract resulting from this RFR. This estimate is provided for illustrative purposes only. Bidders are advised that OSD restricts submission of written questions to the publicly accessible online Forum tool and requires all responses to be submitting using the online submission tools available to active SmartBid account holders only.
