This is a combined synopsis/solicitation for commercial item (VICON MOTUS SYSTEM) prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number RFP VA248-08-RP-0281 is issued as a request for proposal and incorporates provisions and clauses that is in effect through FAC 2005-24. The NAICS code applicable to this acquisition is 334510. VAMC Gainesville, Research has a requirement for a Vicon Motus Video System complete kinematic gait analysis system. System includes the following: (1) Peak Motus Version 9.0 Basic 2D and 3D Video Digitizing - 1 each of the following items: Software Peak Motus Version 9.0 Basic 2D & 3D Setup, Calculations, and Reports software, Includes Manual Video Digitizing, Advanced Camera Speed - Upgrade to capture video at or above 60 Hz with high-speed cameras, 3D Calibration Frame for video and On-site Installation and Training; (2) Peak Motus Version 9.0 Automatic Tracking (Video Only) - includes the following items: 1 each Peak Motus Version 9.0 Automatic Video Acquisition Module includes software and 20 reflective spherical markers and 4 each video flood light and bracket with dimming capability (one per camera for automatic tracking); (3) Basler High Speed Video System: Qty 4- 602f monochrome digital firewire camera, including 6mm fixed focal length lens, 30' firewire cable, 15' repeater cable, clock cable and 250 GB hard drive. Qty 1- Computer workstation for up to four Basler cameras; Qty 1- Four-channel PCI firewire B video capture card (4 camera simultaneous input); Qty 1- Synchronization hardware for two or more Basler cameras (DT board and breakout cable; one needed per computer); Qty 4- Tripod-Bogen. Quoted price should include Insurance, Freight and Handling Charges for the Video Systems. Delivery to the VAMC Gainesville, Florida 32608 and delivery by May 30, 2008. The government anticipates award of a contract resulting from this solicitation to the responsible offeror whose offer conforming to the specifications will be most advantageous to the Government. Award will be based on price and the technical capability to meet the requirements of installation and two (2) day training. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. This solicitation incorporates the following FAR clauses, provisions and addendums: 52.204-7 Central Contractor Registration; 52-212-1 Instructions to Offerors-Commercial Item; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. In paragraph B of 52.212-5, the following apply: 52.219-6 Notice of Total Small Business Set Aside and 52.225.13 Restrictions on Certain Foreign Purchases. Also applicable are 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration and 52.233-4 Applicable Law for Breach of Contract.
