GSA's Office of General Supplies and Services (GSS), a business line of the Federal Acquisition Service (FAS), has recently begun an organization-wide program to evaluate the procurement of Less-Then Truckload (LTL) and Truckload (TL) motor freight services. It is looking to reduce transportation costs while maintaining or improving quality and service. GSS plans to do so through the implementation of a program that establishes stronger and closer relationships with one or more carriers. It is GSS' goal to offer its outbound freight-all-kinds (FAK) shipments, moving via closed vans for LTL and TL shipments. It is believed that both the carriers participating in this program and GSS will reap substantial benefits by determining methods of joint process improvement.
This solicitation is being released via the Internet through the FedBizOpps site at: www.fbo.gov. In order to conduct this procurement most effectively, all notices and postings will be made at this location. GSA is currently soliciting for proposals to provide transportation services as outlined in the attached solicitation. The services are for outbound LTL and TL shipments originating from GSS' two distribution centers and moving within the Continental United States (CONUS) at this time. The Eastern Distribution Center (EDC) is located at 1900 River Road, Burlington, NJ 08016. The Western Distribution Center (WDC) is located at 700 E Roth Road, Bldg 230, French Camp, CA 95231. Based on 12 months of shipment data, spanning November 2006 through October 2007, GSS' total annual expenditures for outbound LTL and TL shipments moving within CONUS is approximately $13 million.
The solicitation is an effort by the GSA to determine whether savings over current costs can be achieved through an independent contract vehicle with one or more quality suppliers. GSA makes no guarantee that a contract award will be made and will not pay costs incurred by firms in responding to the solicitation.
