Synopsis:

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number GS-03P-08-DX-C-0032 is issued as a Request for Proposal (RFP) and may only be accessed electronically. Proposals are due on April 24, 2008 by 12:00 P.M., Local Philadelphia Time at the General Services Administration ? Region 3 Office (3PC), 20 N. 8th Street, Philadelphia, PA 19107. Offerors are instructed to contact Mr. John C. Budesa at (215) 446-4497 for information regarding this solicitation.
A pre-proposal conference shall be held, beginning at 8:00 A.M. Local Richmond, Virginia Time, at the Richmond Federal Office Building/Conference Rooms 426/430 located on 400 N. 8th Street, Richmond, Virginia 23219. Offerors shall contact Mr. John C. Budesa at (215) 446-4497 with the names of individuals interested in attending.

This procurement is a total small business set-aside under NAICS code 484210. The small business size standard is $23,500,000.00. Relocation services are needed to move various tenants from multiple locations in downtown Richmond, VA and one location in Colonial Heights, VA into the new Richmond Federal Courthouse at 701 East Broad St., Richmond VA 23219. One move is expected to take place in July 2008 with the remainder, and majority, of the moves taking place over a six-week period starting in Early August 2008 and finishing on September 7, 2008. The provision at 52.212-1, Instructions to Offerors/Commercial, applies to this acquisition in addition to all applicable Instructions to Offerors contained within Solicitation Number GS-03P-08-DX-C-0032.

The Contracting Officer shall use the policies of FAR Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 15, Contracting by Negotiation. The Government shall utilize the procedures as outlined in FAR 15.101-2 to determine the lowest priced technically acceptable proposal. The lowest priced technically acceptable source selection process is appropriate when best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. In accordance with FAR 15.101-2 (b) (1), the evaluation factors and significant sub-factors that establish the requirements of acceptability are set forth in the solicitation. Offerors shall include a completed copy of the GSA Form 3503, Offeror Representations and Certifications, with its offer. The clause at 52.212-4, Contract Terms and Conditions/Commercial Items, applies to this acquisition in addition to the Contract Terms and Conditions as defined in Solicitation Number GS-03P-08-DX-C-0032. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders/Commercial Items, applies to this acquisition with the additional FAR Clauses as defined in Solicitation Number GS-03P-08-DX-C-0032. Offerors are instructed to review Solicitation Number GS-03P-08-DX-C-0032 for all additional contract requirement(s) and terms and conditions determined to be necessary by the Contracting Officer.
