Description
The intent of this solicitation and any resultant Contract is to obtain Standard Category, Type III Helicopter fully operated by qualified and proficient personnel and equipped to meet specifications contained herein for offered aircraft used in the administration and protection of Public Lands.
The contract period will be one year from contract award date with two option year periods. Mandatory availability period, for the base year and each option year, is May 19 through August 16, a 90 calendar day period.
The helicopter's capability will be listed in the solicitation package. Below is a small idea of the capabilities required:
-- Hovering out of ground effect (HOGE)
At 8,000 feet pressure altitude and 25 oC with 1 non-jettisonable 0 jettisonable
Payload of 800 pounds, as determined by Exhibit 13, Standard Interagency Load Calculation form, using a standard pilot weight of 200 pounds and fuel for one hour and 30 minutes (01+30) as determined by Exhibit 12, Hourly Flight Rates, Fuel consumption, and Weight Reduction Chart.
Type III helicopters submitted under this solicitation must be certified in accordance with 14 CFR FAR Part 27, Paragraph 27, 143 Airworthiness Standards Normal Category Rotorcraft, paragraph 27.143, Controllability and Maneuverability, paragraph ? 1 thru 4, with a demonstrated hovering controllability and maneuverability with 17 knot winds from any direction.
This solicitation will be available at www.fedbizopps.gov about March 3, 2008. Offers will be due on March 31, 2008, 4 PM Moutain Standard Time. Submit offers to address noted in block 9 of the SF1449 (Request for Proposal)-the solicitation package.
The solicitation will be in Adobe (.pdf) format. The pages that need to be returned with the SF1449 document will be listed separate from the solicitation in MS Word for vendors convenience in completing them. The MS Word documents may not be all inclusive of what must be submitted. Though the MS Word documents will be available, it is still the vendor's responsibility to ensure submittal of ALL required documentation as noted on the cover sheet and solicitation.
It is the offeror's responsibility to check FedBizOpps for any amendments and/or special notices to this synopsis and solicitation.
