Contractor to provide oar and powered boats, boat operators, and logistical support to conduct down river trips on the Colorado River in Glen and Grand Canyons for U. S. Geological Survey, Biological Resources Discipline, Grand Canyon Monitoring and Research Center (GCMRC), Flagstaff, AZ for scientific monitoring and research purposes. Contractor is to have the proper certifications and licenses to operate commercial boats in the Grand Canyon National Park. GCMRC will be conducting approximately 50 river trips per year. Trip duration will range from 5 to 21 days. Personnel for each trip will range from 4 to 36. Additionally, logistical support is to be provided for research activities. A 45-day notification time for each trip will be given. This will be an indefinite quantity, indefinite delivery contract with a base year commencing 08/29/2008 plus 4 additional option years. The Colorado River flows within the jurisdictional boundaries and control of the Glen Canyon National Recreation Area, Grand Canyon National Park, Navajo Nation, Hualapai Tribe, and Lake Meade National Recreation Area. The physical locations of study and monitoring sites are numerous and located within large geographical areas that encompasses Glen Canyon National Recreation Area (Glen Canyon Dam to Lees Ferry, RM-15.5 to RM0), Grand Canyon National Park (Lees Ferry to Diamond Creed, RM 0 to RM 225), and Lower Grand Canyon/Lake Meade National Recreation Area (Diamond Creek to South Cove, RM 225 to RM 300). Launch area for trips will be at Lees Ferry. GCMRC will be responsible for obtaining permits from the National Park Service for river trips. Certified, experienced, and technically qualified research boat operators are required. The contractor will provide the following personnel: Operational Manger (responsible for the coordination of all trips), Logistical Boat Operators (provide necessary logistical support for transporting research personnel on the Colorado River. A minimum of 40 trips operating boats on the Colorado River in Grand Canyon National Park is required. Technical Boat Operators (skills required for operating specific boats that require technical proficiency (electroshocking, hydrography, survey) a minimum of 60 trips operating boats on the Colorado River in Grand Canyon National Park. Cooks will be used on an as-required basis and shall possess Coconino County Food Handler Certification. A Field Data Collection Technician is responsible to assist researchers with scientific tasks. (Must have experience in both biological and physical sciences.) This requirement is 100% set aside for small business. The NAICS code is 483212 (Inland Water Passenger Transportation) for which the small business size standard is 500 employees. All responsible sources meeting the Government's requirements are invited to submit a proposal under the resulting solicitation, 08WRSS0016. The solicitation including a performance work statement will be available through the Government-wide Point of Entry (GPE) on or about June 20, 2008. All responses must be in writing.
