This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Purchase Request number W90ED381570100 is issued as a Request for Quote (RFQ). This request for Quote is due by 20 JUNE 2008, 12:00 PM (Pacific Time). The RFQ will result in a firm fixed price contract. This solicitation is unrestricted. The North American Industry Classification System (NAICS) code for this acquisition is 485999. The United States Property and Fiscal Office of the Washington Army National Guard is soliciting quotes to procure the following supply or services: CLIN 0001 PRICING WILL BE AS A LUMP SUM $______________ FOR SERVICES UNDER THE NOTED STATEMENT OF WORK.

Statement of Work
Bus Drivers - Yakima Training Center WA

1. Request bus drivers to be available IAW the table in paragraph 3 noted below from 0700- 1900 daily including weekends (see dates noted below). These drivers will be capable of driving 44 PAX GSA busses around the Yakima Training Center (YTC). The contractor will not be required to provide any busses. All busses will be provided by the Government.

2. The bus drivers will meet daily with the Bus Dispatcher (name to be provided after award of contract) at 0700 to receive bus and route assignments, strip maps, and a general safety briefing to include points of contacts (POCs) and general guidance on breakdowns and fueling. Busses will depart the staging area between 0730 and 0900 and return to the staging area no later then (NLT) 1830. Maps will be provided at the time of the award. The contractor will provide a project manager that will ensure the terms and conditions of this contract are met prior to contract start date.

3. Bus Company is responsible for providing the names of all the drivers to the Dispatcher NLT 3 July 2008. These drivers must have a valid Drivers License. Drivers should be able to get on-off Yakima training center. In addition to the table listed below, the company will provide a Photocopy of the Drivers license to the Dispatcher with the following information:

4. The numbers of bus drivers are requested in the following quantities and dates.

5. The following will be a typical schedule and provided facilities for all bus drivers:

a. Breaks. Breaks will be a minimum of 15 minutes in duration and with 1 break every 2 hours.

b. Lunches. Lunch break will be one (1) hour and will be coordinated at the beginning of the shift in order to ensure completion of mission and not all drivers taking lunch at the same time. Lunch facilities will not be provided at YTC on any given day; drivers are advised to bring their own lunch or eat off base.

c. Drivers do not have permission to take the busses off post or away from the unit drop off point unless part of the daily assignment (i.e. they can not drive the busses to downtown Yakima for lunch).

d. Drivers will be provided direction/information from the Dispatcher or his representative. The Dispatcher and his representative will be the only Govt personnel authorized to inform the drivers on duties/routes under the contract.

e. The drivers will only be authorized to utilize bathroom facilities at YTC. If the contractor wants to provide a portable trailer during the contract for their drivers to utilize during breaks, lunch, etc&.this; will be allowed. This will need to be annotated in the proposal in order to inform YTC in order to find a spot for the portable trailer at YTC.

6. Liability and Accidents.

a. Insurance: It is the responsibility of the company to provide proof of proper insurance for all drivers involved before the award of the contract.

b. Damages: In the event of an accident, if appropriate law enforcement officials find the driver at fault, the vendor will be liable for all costs associated with the accident.

7. General Conditions:

a. Non-contracted time: It is the responsibility of the vendor to ensure the safe transportation to and from Yakima Training Center (location TBD) for the driver to pick up the bus. It is not the responsibility of the Washington Army National Guard to transport the driver to/from Yakima Training Center.

b. The drivers will not be responsible for keeping the busses clean. Prior to signing for a bus, both the driver and dispatcher will inspect the condition of bus to insure the bus is clean and ready for duty. This will also be accomplished at the end of the day when the bus is returned to the dispatcher. The drivers are responsible for cleaning up after themselves on a daily basis.

8. The LUMP SUM pricing should include all costs included in operating the contract (driver fees, per diem rates, rental of portable trailer if requested, etc&.);


The offeror must be registered on the Central Contractors Registration database (CCR). Information concerning CCR requirements may be viewed via the internet at http://www.ccr.gov or by calling the CCR registration centers at 1-888-227-2423. Only contractors who are registered in the Central Contractor Registration (CCR) can be awarded a contract. Offerors must have electronic funds transfer (EFT) capability. Will vendor take payment by credit card? Yes____ No_____. Offerors proposals shall be valid for a minimum of 60 days to be acknowledged in the offerors proposals. 52.212-2 Evaluation of Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be the lowest priced offer.
