This notice is being publicized in accordance with Federal Acquisition Regulation (FAR) 5.101 requiring Contracting Officers to disseminate information for proposed contract actions expected to exceed $25,000.00. Further in accordance with FAR Part 6.302-1 it is the intent of the Drug Enforcement Administration (DEA) to make award to Cellebrite USA Corp.

The Office of Investigative Technology (ST) has a requirement for 42 each of the following: Universal Forensic Extraction Devices (UFED) equipped with all cable, power supply, manual organizer, unlimited software upgrades for the first year, Bluetooth adapter for forensic, car adapter for forensic and USB flash drive for forensic.

Cellebrite USA Corp. is currently the only vendor who provides the Universal Forensic Extraction Device that supports 95 percent of all cellular phones in the market today, including Smartphones and PDA devices (Palm OS, Microsoft, Blackberry and Symbian). The Universal Forensic Extraction Device is compatible with all wireless service providers in the United States and supports all know device interfaces including serial, USB, Bluetooth, and infrared. The technology for the device was developed/manufactured by Cellebrite USA Corp.

As a result it has been determined that Cellebrite USA Corp. in accordance with Federal Acquisition Regulation 6.302-1 is the only responsible source that will satisfy the agency requirement.
