This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-08-T-4024 and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. NAICS 811310 applies. The Small Business Competitiveness Demonstration Program is not applicable. This is a small business set-aside. This procurement is being conducted under the Simplified Acquisition Procedures of Federal Acquisitio Regualtions Part 13.5 Test Program for Certain Commercial Items. The following FAR Part 13 Simplified Acquisition Procedures shall be used: Quotes shall be solicited and a purchase order issued to the successful vendor. FAR Part 13 purchase order procedures shall supersede any contrary procedures set forth or incorporated by reference in this solicitation.

Military Sealift Fleet Support Command (MSFSC), Virginia Beach, VA intends to award a firm fixed price purchase order for the following services on board the USS Mount Whitney located at NATO POL PIER, GAETA, ITALY:
A1. Provide repairs to 1A, 1B SSTG s and 1A2, 1B1, 1B2 FDB s
B1. ABSTRACT:
B1.1 THE INTENT OF THIS ITEM IS TO PROVIDE TECHNICAL SERVICE TO REPAIR THE # s 1A and 1B Ship s Service Turbine Generators and 1A2, 1B1 and 1B2 Forced Draft Blowers onboard the USS Mount Whitney(LCC-20).

B5. NOTES:
B5.1 MSC PORT ENGINEER TO COORDINATE REPAIRS WITH A LOCAL ABS INSPECTOR, IN ORDER TO OBTAIN PROPER CREDIT FOR WORK.

B5.3 The field service engineer may submit a hand written report listing the results of paragraph B7.4 to the MSCREP for authorization to complete the required repairs. Upon completion of all repairs a typed written report listing the results of paragraph B7.4 and all repairs accomplished shall be submitted to the MSCREP.

B6. QUALITY ASSURANCE REQUIREMENTS:
B6.1 ALL WORK REQUIREMENTS ARE TO BE ACCOMPLISHED TO THE SATISFACTION OF THE MSCREP and LOCAL ABS SURVEYOR.

B7. STATEMENT OF WORK:
B7.1 #1A SSTG:

B7.1.1 Hydraulic actuator is leaking and unit hunts excessively. Replace the Hydraulic Actuator Piston Rod PC. 8.13(1 ea) and lip seals PC. 8.20 (2 ea). Replace rocker arms PC. 10.3(1 ea) and 10.5 (4 ea). Replace oversize linkage pins PC s 10.7(2 ea), 10.11(2 ea) and 10.14(4 ea). Nuts PC. 10.8(12 ea) and Bushings PC s 10.12(7 ea) and 10.15(2 ea). Replace Valve Relay PC. 11.1(1 ea), Bushing PC. 11.2(1 ea) and Relay Spring 11.6 (1 ea)

B7.2 #1B SSTG:

B7.2.1 Diaphragms are defective and need repair. Remove Steam Turbine Rotor from ship to shop for fly ash blasting and NDT of Rotor Blades. Hand work blading to blend in the wire edged shroud band. Dynamically balance rotor after completion of repairs. Remove the pinion and balance. Replace High Speed Coupling PC 21.20(1 ea). Remove diaphragms from ship to shop, clean and NDT. Clean casing fits. Weld Build up horizontal joints and machine to reestablish mating surface equal to existing when new. Reinstall diaphragms and align bearing bores.

B7.2.2 Nozzle Block has eroded and needs repair. Remove nozzle block and blast clean. Weld repair and machine eroded nozzle block areas to establish design port contours. Verify proper nozzle block to casing contact and install with new fasteners PC 4.7 (32 ea)

B7.2.3 Generator has bulging poles. Remove bull gear and existing Generator Rotor from ship to shop. Bull gear is to be removed for matching and balancing with replacement Generator Rotor. Provide and install new fitted bull gear generator fasteners. Dynamically balance the bull gear and Government Provided Generator Rotor as a complete assembly. Rig and install the bull gear and Government Provided Generator Rotor in stator. Set rotor clearances and record. Blue and fit bull gear pinion bearings to proper clearances and tooth contact.

B7.2.4 Provide and install Permanent Magnet Alternator, Type 74-A rotor and shaft, stator and frame PMG 5189 and replace damaged Stub Shaft.

B7.3 # s 1A2, 1B1 and 1B2 FORCED DRAFT BLOWERS:

B7.3.1 Forced Draft Blowers require bearing replacement and alignment. Provide and install a total of (6 ea) bearings PT# 9W-66023PC8 or SKF FSAF 316 A88384. (Two bearings in each of 1A2, 1B1 and 1B2 Forced Draft Blowers) Prove alignment at conclusion of work.

B7.4 SERVICE REPORT:

B7.4.1 Upon completion of repairs, submit a report listing all as found conditions, recommended repairs, repairs accomplished and as released readings and conditions.

The requested period of performance for the above service is 03 June 2008 - 10 August 2008.

Addendum to 52.212-1 Instructions to Offerors-Commercial Items:
The contractor shall provide the following pricing breakdown with their quote:

TRAVEL AND PER DIEM

FAR 52.233-2 SERVICE OF PROTEST (AUG 1996)

(a) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the General Accounting Office (GAO), shall
be served on the Contracting Officer (addressed as follows) by obtaining written and dated acknowledgment of receipt from Military Sealift Fleet Support Command, N101, Attn: Deidre Fisher, Building 238/2, Camp Pendleton, Virginia Beach, VA 23458-7480.

Interested parties may request an independent review of their protest as an alternative to consideration by the contracting officer or as an appeal of the contracting officer s decision on their protest. See FAR 33.103. Requests for independent review shall be addressed to Military Sealift Fleet Support Command, N10E, Attn: Deidre Fisher, Director of Contracts and Business Management, Bldg. 238/2, Camp Pendleton, Virginia Beach, VA 23458-7480. MSFSC encourages potential protestors to discuss their concerns with the Contracting Officer prior to filing a protest.
