Description
This synopsis is a sources sought notice only.     This is not a Request for Proposal (RFP).     This is not a Research and Development (R&D); announcement.     No solicitation is being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.     No entitlement to payment of direct or indirect costs or charges to the Government will arise as a result of a response to this notice.

The Government anticipates awarding a hybrid contract with Firm-Fixed Price (FFP) and Time and Materiel (T&M); Contract Line Item Numbers (CLINs).     The initial period of performance will be 12 months with two 12-month option periods.     The range of this effort will be a minimum of $100K to a maximum of $5M.

The USAF intends to procure between 1 and 20 UAI SIL CT Special Test Equipment (STE) assets to support proper verification and certification of UAI interface requirements on Platforms, Carriage Systems, and Stores.     The SIL CTs STEs will be used to execute the UAI Compliance Certification Plans in accordance with UAI Platform/Store Interface Control Document (PSICD).     Deliverables will be individual SIL CT STE hardware sets loaded with government furnished software.     SIL CT STEs will be produced in accordance with government provided drawings and wiring diagrams and will comply with acceptance testing procedures with results provided to the government.     The contractor will be required to update a government-furnished SIL CT Users Manual to keep it current with the SIL CTs.    

As a minimum, this effort should include the following:
?       Manufacture, assembly, and checkout of all SIL CTs, including installation of government furnished software.
?       Perform integrated management tasks for CDRL delivery, and configuration management, including:
i.       Develop/Update the Integrated Master Schedule (IMS) for SIL CT test asset production to include all relevant tasks.
ii.       Effort and materials required to develop and maintain a planning and control system which encompasses program scheduling,     cost reporting, management of program risks, and project information compilation and dissemination.

Potential contract options could include technical support, technical refresh, and product warranty.

REQUIREMENTS
As the SIL CT is still in the final stages of development, specific requirements for acceptable sources must be met, including:
?       Thorough familiarity with all applicable UAI core documents, including the Platform-Store Interface Control Document, Compliance Certification Plan, SIL CT System Specification, and SIL CT Hardware Specification.     These documents can be made available upon request, subject to USAF policy on release of documents marked as Distribution D.
?       Demonstrated past experience in the design, manufacture and test of weapon and aircraft simulator hardware
?       Must have all necessary facilities to test and verify compliance of manufactured SIL CT with SIL CT Hardware Specifications
?       Meet     required delivery schedule of no later than 31 Oct 2008
?       Demonstrated ability to sustain and update existing prototype CTs
?       Demonstrated past experience with integration of simulation software with SIL test asset hardware
?       Established supplier/vendor relationships with demonstrated responsiveness in corrective actions to hardware problems identified during testing
?       Must currently have or be able to establish Associate Contractor Agreements or other applicable proprietary information agreements with developers of both the Universal Store Simulator (USS) and Universal Platform Simulator (UPS) software.

THIS IS NOT A REQUEST FOR PROPOSAL SUBMISSION.     This is a market research request for information to determine the availability and adequacy of potential sources.     Firms responding to this announcement should indicate their size, particularly if they are a small business, a small disadvantaged business, a woman-owned business, a service disabled veteran-owned small business, a HUB zone small business, a minority institution, and should also indicate if the firm is foreign-owned.     The North American Industry Classification System (NAIC) code 336413, Aircraft Parts and Auxiliary Equipment applies to this acquisition with a size standard of 1,000 employees.     Interested sources must respond with a complete capability/qualification package describing their technical expertise and experience, personnel and facilities.     The response should identify key technical risks, issues, and any partnering arrangements that may be considered.     All parties are asked to provide a telephone number, an e-mail address, and a facsimile number in their response.     Information marked ?Proprietary? will be protected and will not be divulged unless mandated by existing laws.

Information responses should be sent to ASC/641AESS/PK, 2725 C Street, Bldg 553, Wright-Patterson AFB OH     45433-7424 not later than (15) fifteen days from the publication of this notice.     Responses must be limited to ten 8.5 x 11 pages in length.
