Description
The Internal Revenue Service has a requirement for word processing, PowerPoint, and graphics services for Learning and Education, Exam & Specialty training materials. The award will consist of a base year and two option years. For each year, the minimum guarantee orders will total $5,000.00.     The minimum single order will be $100.00.     The maximum amount of orders will total $75, 000.00.     This work will be for a vendor experienced in the use of Information Mapping, MS Word, MS PowerPoint, and Adobe Acrobat software packages to format and revise training courses.     The vendor must use the InfoMapping computer software and the technique that uses the chunking of information to transform the course material into a readable educational format.     The vendor must also revise and create, as needed, PowerPoint slides, IRS forms, and other graphics for inclusion into the formatted course material. Contractor will word process (InfoMap), edit, proofread, and quality check all pages to ensure they meet IRS standards.     Work must be completed within 7 days of receipt.     Vendor must keep an electronic repository of developed exam course materials which are available for use as resources for technical updates and curriculum enhancements.     This is a total small business set aside. Award will be made to that offeror whose proposal contains the combination of criteria offering the best overall value to the government.       This will be determined by comparing differences in the value of the technical features with differences in the offeror's? prices.     In making this comparison the government is more concerned with obtaining superior technical features than with making an award at the lowest overall price.     The criteria are presented in descending order of importance. All sub-criteria, if any, are of equal importance.     All technical factors are more important than price.     The factors are past performance and experience.     Past performance will be evaluated based on the similarity of the vendor?s experience to the current requirement.     .     Experience has two sub criteria.     One is knowledge of, and experience using, Information Mapping course development software.     .     The second is experience in document editing and formatting, and in the use of MS Word, PowerPoint, and Adobe Acrobat software.     Request for a copy of the solicitation must be in writing through an email to Mark.davidson@irs.gov
