Description
THIS IS A REQUEST FOR INFORMATION.
The USCG seeking to identify qualified small business concerns including: Veteran-owned small business, Service-Disabled Veteran-owned small business, HUBZone small business, Small Disadvantaged business, and Women-owned small business concerns that are interested in and capable of conducting a one-week (5 day) course designed to train Coast Guard personnel in responding to an oil spill incident.    Each one-week (five working days, 40-hour training session) class shall be attended by fifteen (15) Coast Guard students.    This 5-day course provides up to 15 students with a comprehensive overview of the tasks performed in an oil spill incident.    The primary place of performance will be at the Contractor's facilities.
The course addresses the following objectives:
1. Responding to oil spill incident in various types of environments from coastal to rivers.
2. Understanding of contingency planning and response team building.
3. Familiarization with movement, containment, and clean up of discharged oil.
4. Identifying boom and skimmer design.
5. Understanding importance of shoreline protection, clean up, and restoration.
6. Understanding oil recovery from soil and oily debris disposal.
7. Containing and recovering oil on surface of water
8. Recognizing sorbets and chemical agents.
9. Working with oil spill contractors and cooperatives.
10. Preventing oil spills techniques.
11. Providing practical hands-on exercises to manage a mock spill response operation.
12. Providing opportunities for students to assume leadership roles during simulated exercises
Interested qualified small business organizations having the capabilities to provide the stated requirements are invited to submit concise documentation describing qualifications, capabilities, and experience for providing the course requirements described herein.    This information will allow the Government to determine what sources are available and interested.    The applicable North American Industry Classification System (NAICS) Code is 611699, All Other Miscellaneous Schools and Instruction, and the small business size standard is $6.5M.    Potential sources should indicate in their response their business status (i.e., small business, 8(a), HUBZone, Veteran owned, etc.)    This information will be used to determine whether the procurement can be set-aside for small business concerns.
This is not a Request for Proposal (RFP) or an announcement of a solicitation.    The Government is not requesting technical or management proposals and no contract will be awarded as a result of this sources sought notice.    Your responses will be used solely for market research purposes of the Government.    The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender.    If a solicitation is later released it will be synopsized in FedBizOpps.    It is the potential business concerns responsibility to monitor this site for the release of any synopsis or solicitation.
