NAICS Code: 611430 The U.S. Environmental Protection Agency (EPA) intends to negotiate a Sole Source purchase order under the Simplified Acquisition Procedures to Kais E. Systems (KES). The purpose of this acquisition is to develop a Quality Systems training framework to assist the Officeof Environmental Information's (OEI) Quality Staff (QS), Operations and Outreach Team. KES developed the Human Capital Assessment Tool (HCAT) for data and analysis. KES is the propriety owner of HCAT, and the will be continuing work done back in Oct. 07 - March 08 using this tool. In accordance with FAR 6.302-1, only one responsible source and no other supplies or services satisfy the Agency's requirement. If there is a firm who believes it is capable of meeting EPA's requirement as stated herein, may submit a response to richardson.chanel@epa.gov by 6:00pm est, June 20, 2008.
