Description
The purpose of this amendment is to remove the words Bell UH1 from the training requirements and also to add april.l.jennings as an additional email address to submit questions to by February 1, 2008.


The US Customs and Border Protection Office of Air and Marine (CBP A&M); has several requirements for pilot training. CBP A&M; complies with the Federal Aviation Regulations (FARs) as per Title 14 of the Code of Federal Regulations (CFR), and conducts fixed wing (F/W) and rotor wing (R/W) operations in accordance with FAR Part 91.     The vast majority of CBP A&M; pilots are Federally Warranted Law Enforcement Officers. All personnel attending pilot training are citizens of the United States and are employed by CBP A&M.     Pilots that are Law Enforcement Officers may wear any number of uniforms or civilian attire, and may be armed with sidearms.     The objective of this Sources Sought Notice is to determine a single or multiple, FAR certified, experienced, proactive, full service training partner(s) capable of meeting the training requirements of CBP A&M.     The contractor shall provide their commercially available off the shelf (COTS) ground school and flight training that meets or exceeds the Federal Aviation Regulations and or CBP A&M; requirements in each aircraft specific and helicopter generic courses as provided below.

Vendors are requested to review each training requirement below and to respond to each requirement that they have the capabilities to meet by drafting a Performance Work Statement from the objectives below.     If you can only respond to one of the needs below, please do in the area of your expertise.

First, The US Customs and Border Protection Office of Air and Marine has an immediate and potential long term requirement for pilot training in Eurocopter - EC 120, MD Helicopters - MD 500E and MD 600N helicopters.     Several tasks that may be required include: (1) initial/transition training; (2) recurrent/annual refresher training; (3) power off autorotations to touchdown; (4) Maintenance Test / Check Pilot training; (5) Part 61.56 Flight Review; and (6) Part 61.57(d) Instrument Proficiency Check. The contractor shall be Federal Aviation Regulation Part 141 and or part 142 Certified, experienced, and have a full time, year round training department/capability. The contractor shall provide all management, scheduling, equipment, aircraft, classrooms, maintenance, and any other resources needed to conduct all training and comply with government invoice/payment procedures and schedules. The use of FAA certified simulators/flight training devices is encouraged. The Government's intention is to purchase commercially available training.     The Government also reserves the right to negotiate, with contractor, changes in training syllabuses and or create/add pilot training courses.

Secondly, The US Customs and Border Protection Office of Air and Marine also have an immediate and potential long term requirement for pilot training in the AgustaWestland 139 helicopter. Several tasks that may be required include: (1) initial/transition training to include the FAA aircraft type rating oral and check ride; (2) annual Part 61.68 Pilot in Command Proficiency Check; and (3) Maintenance Test/Check Pilot Training.     The contractor shall be Federal Aviation Regulation Part 141 and or Part 142 Certified, experienced, and has a full time, year round training department/capability. The contractor shall provide all management, scheduling, equipment, aircraft, classrooms, maintenance, testing, coordination of FAA or Designated Pilot Examiners for oral and practical examinations, and any other personnel needed to conduct all training and comply with government invoice/payment procedures and schedules. The use of FAA certified simulators/flight training devices is encouraged. The Government's intention is to purchase commercially available training.     The Government also reserves the right to negotiate, with contractor, changes in training syllabuses and or create/add pilot training courses.

Lastly, The US Customs and Border Protection Office of Air and Marine has an immediate and potential long term requirement for pilot training in the Piper Aircraft Super Cub PA-18 airplane. Several tasks that may be required include: (1) initial/transition training; (2) recurrent/annual refresher training; and (3) Part 61.31 tailwheel training and logbook endorsements; and (4) Part 61.56 Flight Review. The contractor shall be Federal Aviation Regulation Part 141 and or part 142 Certified, experienced, and have a full time, year round training department/capability. The contractor shall provide all management, scheduling, equipment, airplanes, classrooms, maintenance, and any other resources needed to conduct all training and comply with government invoice/payment procedures and schedules. The use of FAA certified simulators/flight training devices is encouraged. The Government's intention is to purchase commercially available training.     The Government also reserves the right to negotiate, with contractor, changes in training syllabuses and or create/add pilot training courses.
