Synopsis:

The Fleet Industrial Supply Center (FISC), Norfolk, Contracting Department, Philadelphia Division intends to acquire support for the development of an accredited online Masters of Physician Assistant degree program for Navy Independent Duty Corpsman (IDC). The online Masters Degree program will make their skills and training while on active duty transferable to the civilian environment.

This is a sole source action to be awarded as a new purchase order to St. Francis University located at 117 Evergreen Drive, Loretto, PA 15940. The placement of a firm fixed price purchase order, for one year, to begin no later than 15 September 2008, is anticipated. This contract is a follow-on to contract#N00189-07-P-Z729 which was competed but resulted in only one offeror, St. Francis University. St. Francis University successfully researched and developed an online accredited Bachelor Degree in Health Sciences curriculum (with a concentration in Physician Assistant Sciences) according to the Navys special requirements and these requirements include possessing advanced telecommunications capability that would allow them to deliver the correct content to the student regardless of their remote assignment and a detailed working knowledge of the delivery of medical service in rural, urban, and operational settings. In addition, St. Francis University also developed a comprehensive degree plan and accreditation plan for a Masters of Physician Assistant Sciences degree online program. As a result, St. Francis is the only known educational institution who has the unique experience and capabilities to successfully develop an accredited online Masters of Physician Assistant degree program for the Navy. The proposed contract action is for services for which the Government intends to solicit and negotiate with only St. Francis University under authority of FAR 6.302.
