Description
This is a combined synopsis/solicitation commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request For Quote (RFQ). Submit written offers (oral offers will not be accepted), on RFQ #F1Z30L8046A901. This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE under the North American Industrial Classification Standard code #611699 and Small Business Size Standard $6.5 M, applies to this procurement. IAW FAR 252.204-7004, all firms or individuals responding must be registered with the Central Contractor Registration (CCR). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2007-18 and Defense Acquisition Circular 2007-08.

Statement of Work

Non-personal Contract for Family Child Care (FCC) and Child Development Center (CDC) Program Training

Summary of Duties:     Responsible for the implementation for the FCC training and National Association for the Education of Young Children (NAEYC) accreditation as required by Air Force (AF) as described in AFI 34-276/AFI 34-248 and checklists that accompany these programs.     Training shall be accomplished within the family child care homes and within CDC to ensure NAEYC accreditation is met.     Some evening trainings shall be required.

Qualifications:     Bachelors Degree Early Childhood

Additional Information:    
Number of Current or in process FCC Providers = 10
Number of CDC staff = 35
The homes are both on base and at Lake Nasworthy. Some travel cost may be incurred.
The FCC office is Bldg. 736 and the CDC is Bldg 906 on Goodfellow AFB TX.
The FCC/CDC training needs total approximately 87 hours per month.
Time Frame: 1 Apr 2008 through 31 Aug 2008
Contractor shall coordinate training sessions with the primary and/or alternate points of contact as follows:              Primary: Ginger Moore, Family Member Programs Flight Chief
       Alternate:     Susan McDaniel, FCC Coordinator

PRIMARY DUTIES:

1. Initial.     Orientation-Training which covers the FCC handbook/NAEYC Accreditation Guidelines and the AF FCC/CDC Regulations AFI 34-?276/34-248, as well as, the checklists associated with these regulations. The initial training for providers/staff shall include the following:
             A.     Fire safety training-a power point and an Edith Stars video. 1 HOUR
             B. Blood pathogens training- Talk about possible contamination situations, show video, teaches hand washing- demonstration by trainer and goes over first aid kit. Trainer shall set up medicine training through the clinic for each provider. 2 HOURS
             C. Child Abuse training- Trainer shall teach child abuse prevention as required through appropriate guidance techniques. This includes a child abuse reporting video. The FCC providers shall also complete modules #14 and #15 on Child Abuse. Trainer shall correct workbooks and discuss answers. 4 HOURS
             D. Trainer shall teach AP procedures of rest time, diaper changing, and meal climate for young kids. There is a video, a power point on diaper changing. Trainer shall go over the 10 page inspection form of what he/she will look for such as sheets washed weekly, mats disinfected daily, use of gloves, bleach water, how to handle criers, non-sleepers, etc. 2 HOURS
             F.     Trainer shall teach family style dining/table setting, as well as, go over the food pyramid. 1 HOUR
             G.. Trainer shall go over the SAFETY, PUBLIC HEALTH, and FIRE INSPECTIONS COMPLIANCES LISTS/Trainer shall review with providers what will be required in an early childhood CDC/FCC home. 2 HOURS
          
         2. Monthly Training:
Trainer shall set up training presentations each month. Topics range from discipline, financial issues, planning activities, learning crafts, domains of development, field trips/ using base resources, advertising, menu cycle planning, etc.     In the yearly training, child abuse/appropriate guidance techniques, medicine training, food handler's and civil rights are mandatory. 2 HOURS PER MONTH
Trainer shall be responsible for setting up all training sessions.
Note: the trainer shall have present these training modules. Therefore, the trainer shall be trained on Child Abuse, Medicine Training, Food Handlers, and other requirements by base agencies. The trainer shall also responsible for the grading of the tests and the input into the computer of these training records. 10 HOURS per month.
         3. Child Development Associates:     Contractor shall conduct training and find materials for CDC staff/FCC providers interested in becoming Child Development Associates. 10 HOURS per month
         4.     Parent Education:     Contractor shall make information available that will help parents in their role as parents.     Contractor shall inform parents of parent education available in base agencies, lending program, provide a parent education folder for each new parent using the service that includes FCC program information, child abuse prevention and reporting, and relevant parent education topics-depending on the age of their children. 3 HOURS per month
             5.     NAEYC Accreditation.     Contractor shall act as facilitator for all processes of NAEYC Accreditation to ensure the evidence box is updated as necessary.     Contractor shall reviews classrooms, staff profiles, classroom portfolios, parent surveys, and other needed evidence in order to achieve accreditation.     Contractor shall checks classrooms for appropriate environments and needed materials. Contractor shall confer with staff to ensure questions about the process are answered and the team targets the necessary issues. 50 HOURS per month
