Description
The U.S. Army, Fort Carson, Colorado intends to negotiate a sole source purchase order with Skydive Arizona for
CLIN 0001. Aircraft Rental 52 hours. CLIN 0002. Vertical Wind Tunnel 3 hrs. CLIN 0003. Rental of Drop Zone site for HAHO Training 4 days
(The facility will provide contract airlift for Military Free Fall (MFF) training beginning around 11 January 2008 thru 24 January 2008. All MFF elements will conduct multiple day and night training infiltrations. The ultimate go al for the multi-week training is attaining MFF Level I proficiency. MFF elements will stress grouping, landing formations, and assembly on designated drop zones under both daytime and nighttime conditions. The facility will encompass multiple drop zones which reduces the amount of time required for drop zone surveys and calculations, and ultimately maximizing training time for MFF elements. The facilities onsite wind tunnel enables additional training for all MFF elements when not conducting training ju mps. 3/10 SFG(A) requires contracted aircraft time for MFF operations ranging from 18,000 to 25,000 feet Mean Sea Level (MSL), multiple drop zones, onsite wind tunnel availability, and a detailed medical support structure in place for non-life as well as life threatening injuries, with only an eight (8-15) minute response time capability. The training facility is within response driving distance with lodging available onsite. ) This is a sole source procurement under the Simplified Acquisition Procedure s, and Other Than Full and Open Competition (FAR 6.320-1) and (FAR 13.501). This notice is not a request for competitive quotes, however; any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 2 days from the date of the publication of this synopsis. Supporting evidence must be furnished in SUFFICIENT detail to demonstrate the ability to comply with the requirements listed above. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation. Responses are due 8 January 2007 11:00 EST.
