NASA/NSSC has a requirement for a course entitled MATLAB Fundamentals &Programming; Techniques & Simulink for Dynamic System Modeling. The objective of thetraining is for employees at Glenn Research Center to learn the MATLAB and Simulinkprograms. The courses shall include an introduction to the MATLAB technical computingenvironment for aerospace engineers, themes of data analysis, visualization, modeling,and programming for the MATLAB Fundamentals & Programming Techniques for AerospaceApplications; and algorithm modeling and design validation, applying basic modelingtechniques and tools to developing Simulink block diagrams. The vendor shall beresponsible for providing all training materials to include software and any trainingbooks or workbooks necessary. The vendor shall conduct a four day session; two days tocover MATLAB Fundamentals & Programming Techniques for Aerospace Applications and twodays to cover Simulink for Dynamic System Modeling. Training shall be held at NASAsGlenn Research Center on May 19-23, 2008.NASA/NSSC intends to purchase the training course from The Mathworks, Inc. 3 Apple HillDr, Natick, MA 01760. Pursuant to FAR 13.106, the acquisition of these services has beendetermined to be reasonably available from only one source. Competition is impracticalfor the following reasons: 1) This is an existing course that meets the needs of NASA GRCwithout needing to make changes to the course; 2) The vendor has previously worked withNASA; 3) The vendor developed the MATLAB and Simulink software and is able to provideproprietary information and training available only through instructors approved byMathworks; 4) The vendors expertise and many years of hands-on experience at NASAprovides for cost-effective, timely, specialized training that can not be readilyduplicated by any other source within the timelines required.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon May 2, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.Capabilities and qualifications should be submitted to Megan Willis atMegan.M.Willis@nasa.gov.An Ombudsman has been appointed.
