Description
The Department of Veterans Affairs Network 22 Logistics Office intends to negotiate a commercial (FAR Part 12) Firm-Fixed Price, Sole Source (FAR 6.302-1), contract through a Request for Proposal (RFP) for Electronic IT Improved Access to Medical Knowledge Based Resources for Clinicians, Books and Journals, through Application Software Site Licenses and Subscriptions of OVID On-Line Databases. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition has been prepared in support of this acquisition. This procurement is to improve and continue access to medical knowledge based resources for clinicians in VA VISN 22 Healthcare Systems based at VA Greater Los Angeles, VA Long Beach, VA Loma Linda, VA San Diego, VA Southern Nevada and their clinics. The requirement is for basic and advanced database search software that includes full text collections within the website using OVID technology's Web Gateway as well as the OVID Java Client for a one year period. Full text access includes all photographs, illustrations, charts, graphics and hypertext articles, between journal articles, as well as between MEDLINE and CINAHL and the full text collections. Advance database search includes vocabulary mapping that that automatically analyzes user's natural language query and suggests appropriate controlled vocabulary terms for searching. Procurement includes OVID Database Licensing Fee, OVID Healthstar Database, Medline Database, CINAHL Nursing & Allied Health Database, Evidence Based Medicine Reviews Database, PsycINFO Database, BMJ Clinical Evidence, Lippincott Springhouse Nursing Collection Books, Lippincott's Clinical Choice Collection, Journal of Neurology, Neurosurgery & Psychiatry (JNNP), Journal of Clinical Gastroenterology, British Medical Journal, Gut, Heart, Thorax, journal of Clinical Oncology, and sixty-six electronic journals. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. This notice is not a request for competitive proposals.
