Synopsis:

The Government intends to negotiate a firm-fixed price requirements type contract for Hyper-realistic training scenarios and training support. This requirement calls for the contractor to provide training support materials, instruction/instructors, enhancements (visual and explosive) and role player personnel to serve as Foreign (Based on Region of National Interest) citizens as well as Opposing Forces (OPFOR), with appropriate dress, weapons, blank ammunition and movie style effects as required by the Navy Expeditionary Company Command (NECC), Norfolk, VA. This is a Performance Based Services procurement under full and open competition. The NAICS code applicable to this procurement is 541990 . The size standard is $6.5 million. The period of performance consists of a base period of 12 months with four twelve month option periods. The anticipated start date is 16 June 2008. The acquisition method will be source selection procedures with an award based on the best value concept. The solicitation, any documents related to this procurement, and all amendments will be in electronic form. When the Request for Proposal (RFP) is issued, it may be downloaded by accessing http://www.neco.navy.mil or at http://www.fedbizopps.gov. This office no longer issues hardcopy solicitations. By submitting a quote, the offeror will be self certifying that neither the principal corporate officials nor owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with offerors at any time prior to award.
