The Defense Security Cooperation Agency, George C. Marshall European Center for Security Studies requests industry comments on a draft performance work statement and evaluation factors to provide experienced foreign language instructors with language proficiency equivalent to that of native speaker for the following languages: (2) Hausa, (2) Swahili, and (2) Tuareg (Tamasheq). A working knowledge of English is also required. The selection process anticipated will be best value trade-off process. The proposed evaluation factors include 1. Language Skills (1.1. Target Language Proficiency and 1.2. Working Knowledge of English), 2. Formal Education, 3. Experience (3.1. Teaching Experience, 3.2. Development of Instructional or Test Material, and 3.3. Life and Work Experience in Target Language Country), 4. Past Performance and 5. Price. Language skills are a pass/fail factor. The offer must receive a pass rating for Factor 1. Education, experience, and past performance are of equal importance. On experience sub-factors 2 and 3 are of equal importance. When combined, sub-factors 2 and 3 are of equal importance to sub-factor 1. Education, experience, and past performance, when combined, are significantly more important than price. This is not a formal request for proposal. Proposals are not solicited at this time. Comments are being solicited in order to promote a clearer understanding of the requirements and obtain industry feedback on the planned acquisition. Information presented in the draft PWS and evaluation factors are subject to change. Incurring expenses or beginning to formulate an approach in preparation for the acquisition based on information presented in the draft PWS and draft evaluation factors is solely at the risk of the potential offeror.
