Under statutory authority 41 U.S.C. 253, the VA Medical Centers in the Department of Veterans Affairs Healthcare Network in Upstate NY anticipates entering into a sole source procurement for the Buffalo, NY VA Medical Center and the Syracuse VA Medical Center in New York State with MC Strategies, a Division of Elsevier for an on-line training course for an Emergency Room Orientation Program for a base year and 2 (two) 1 (one) year option periods. The training program must be endorsed by the American Association of Critical-Care Nurses (AACN) and must allow students to access the training from both their place of employment and their residence. The system shall allow for the learning administrators to access administrative components of the system and enable the administrators to review progress, print reports and configure administrative options. It is anticipated that there will be approximately 25 Nurses per year at the VA Buffalo Medical Center and approximately 28 Nurses at the Syracuse VA Medical Center with the possibility of this expanding to additional sites in the future. The Government believes that only one responsible source can provide the supplies/services that will satisfy the agency requirements and intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Other persons may identify their interest and capability to respond to this requirement by June 20, 2008. This is not a request for competitive proposals. Solicitation packages are not available. A determination by the Contracting Officer not to compete this proposed action based on responses to this notice is solely within the discretion of the Contraction Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
