[BASIC STATEMENT OF REQUIREMENT]NASA/DFRC has a requirement for two rugged, flight-rated Compact PCI system enclosures,with power supply and backplane suitable for flight use.[SPECIFICATIONS]The PCI system will have a custom, 3U cPCI, 7 slot backplane and will be cooled by a rearmounted EBM/Papst fan with internal ducting. Air will be drawn through a front panelmounted air intake with both dust and honeycomb filters and exhausted through a rearmounted honeycomb outlet. The card cage will contain provisions for mounting seven (7)convection cooled 3U cards. The power supply will operate from +28VDC aircraft power andperform per MIL-STD-704E for transients and protection. The chassis performance will notbe degraded by the aircraft DC power conditions as described in MIL-STD-704E. The inputEMI filter also provides transient protection to MIL-STD-704E. Voltages supplied will be+5, +3.3 and 12 VDC. The chassis will incorporate an aircraft push pull type 10 AMMPtemperature compensated circuit breaker per MIL-C-5809.The chassis will be designed to meet MIL-STD-810F for shock and vibration for jetaircraft as well as MIL-STD-461E for EMI/EMC for the same platform. The unit will also bedesigned to withstand the MIL-E-5400 and DO-160E 20g crash safety requirements as well asa 20-30g operational shock environment from -1000 to 50,000 feet MSL. The unit will alsobe designed to operate fully populated with a CPU and I/O cards from -40 to +85 C. Theunit will comply with DCP-O-018, Environmental Acceptance Testing Electronic andElectromechanical Equipment, to curve B, with the modified temperature requirementsnoted above. The front panel will be replaceable for future connector configurations.The chassis will mount in either an ATR-style tray (which will be manufactured separatelyby NASA), or flush in avionics bays on NASA aircraft.The chassis will support 7 3U cPCI slots. The system slot and one additional slot willuse rear I/O and a custom backplane per a NASA-supplied netlist. The remaining 5 slotswill be front I/O only. The cards will be selected by NASA. [SOLE SOURCE EXPLANATION]NASA/DFRC intends to purchase the items from Electronics Integration Technology becauseof there extensive aerospace knowledge, equipment compatibility requirements and abilityto complete this task meeting the project schedule of August 31, 2008. [FOLLOW-UP AND LEGAL]The Government intends to acquire a commercial item using FAR Part 12 and 13.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon JUNE 13, 2007. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
