FISC Norfolk Contracting Department Phila. Office intends to issue an RFP for the provision of Academic Skills Instructors for the Navys Voluntary Education (VOLED) program. An indefinite delivery, indefinite quantity type contract under which fixed priced orders shall be issued is anticipated. The unit of issue will be course. Courses shall be contractor developed, shall include all required textbooks and equipment. Curriculum will include, but not limited to the subjects of English, Mathematics, and Reading, and shall encompass skill levels from the fifth grade through completion of twelfth grade. The local Navy College Offices Technical Assistant will determine location of the classroom facilities and schedule in the task orders, therefore the instructors employed must have a high degree of adaptability and flexibility. Courses will be provided at both CONUS and OCONUS locations. The contractor will be an academic institution or an organization/company with experience in providing instructor-led courses to manage adult and workplace literacy or adult basic skills learning. These services are currently being provided by Central Texas College under N00140-03-D-0044. The RFP will be issued in accordance with FAR Part 12. Anticipated issuance is mid June 2008, with an anticipated award by 01 September 2008. Performance shall commence 30 days later. A base year consisting of 12 months, with 4 one year options is anticipated. The RFP shall require submission of technical and price proposals. The Navy intends to issue this RFP through electronic means only; it shall be available at http://www.navy.neco.mil. This is an unrestricted procurement, all responsible sources may submit a proposal which shall be considered by the Navy.
