Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W911QX -08-T-0059. This acquisition is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-27. This acquisition is set-aside for small business. The associated NAICS code is 443130. The small business size standard is $6.5 million. The following factors shall be used to evaluate offers: (i) Tec hnical capability of the item offered to meet the Government requirement; (ii) past performance (see FAR 15.304); and (iii) price are listed in the relative descending order of importance of the evaluation factors. Technical and past performance, when comb ined, are more important than price. Place of Performance: US Army, Army Research Laboratory, 2800 Powder Mill Road, Adelphi, MD 20783-1197 and as outlined in the Description of requirements.
2. The following is a list of contract line item number (s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001Monochrome camera with 150K fps and 8GB memory with Gig-E communications and both C an F-mounts, 2 ea; CLIN 0002 Gooseneck light with 2 lamps, 2 ea; CLIN 0003 z oom wide angle telephoto 24 85mm f2.8, 2 ea; CLIN 0004 zeiss macro lens 100mm, f2.0, 2 ea; CLIN 0005 custom made ISTA approved ultralight hard case with wheels and ABS aluminum frame for camera 2 ea; CLIN 0006 magic arm with super clamp & camera mount, 2 ea; CLIN 0007 System kit to include par 200 head, 25 head/ballast cable, four-leaf barndoor, wide lens, super wide lens, 200W electronic ballast, 200W single ended HMI lamp and case, 2 ea; CLIN 0008 magnetic base, 2ea.
3. Description of requiremen ts: Monochrome camera with:
a. New generation CMOS sensor technology
b. 5,400frames per second (fps), at 1,024 x 1,024 pixels and a maximum framing rate of at least 650,000
c. Global electronic shutter from 16.7ms to 2?s independent of frame rate
d. 150K fps and 8GB memory
e. with Gig-E communications
f. Both C and F-mounts for lenses
4. Delivery is required 60 days after award of purchase order. Acceptance shall be performed at Army Research Laboratory, Adelphi, MD 20705 b y a Government Representative
5. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: none.
6. Offerors shall include a completed copy o f the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer.
