This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 161381B162369A is issued as a Request for Quotation (RFQ) through Federal Acquisition Circular 05-26. This requirement is an unrestricted acquisition. The NAICS code 334517 applies to this procurement.

I. SPECIFICATIONS FOR EACH MID-SIZE X-RAY SYSTEM
The United States Secret Service has a requirement to purchase two (2) Mid Sized X-Ray Systems to be delivered to Washington, DC 20223, no earlier than February 2, 2009. Specifications for each system include:
--this x-ray shall provide two views and has four x-ray generators allowing for superior data collection
-- must allow for explosive detection
-- Checkpoint sized system
--x-ray system must include: 2 17 inch monitors, operator keyboard, super enhancement, operator orientation at time of installation, operator and supervisor training manuals, 12-month standard warranty. Include all parts and attachments to ensure a working product upon receipt.
--advanced options of Image Storage System and Hi-TIP testing and training program
--4 tables, each to be a 2-meter roller table
--on-site operator training of one day for up to ten participants (for each)
--Four-year extended warranty for the entire system (for each)
--Referenced machines shall be brand name or equal to HI-SCAN 6040aTix X-ray System or equivalent

II. FORMAT AND SUBMISSION OF QUOTE
Offers shall include (A) A detailed cost breakdown; (B) Contractor Information; (C) Product Specifications; and (D) List of at least three of the most current past performance references for similar work covered by this solicitation.

Part B. Contractor Information
Provide the nine-digit DUNS and the nine-digit TIN. DUNS is used to verify that the vendor is in CCR. The Taxpayer Identification Number is necessary for electronic payment. By submitting a proposal, the Offeror acknowledges the Government requirement to be in the Central Contractor Registration (CCR) database prior to award of any contract. Information about CCR may be found at www.ccr.gov.
Part C. Product Specifications
Offeror shall include descriptive literature of items to be provided, or a product specification sheet, such as a PDF brochure or other document, so that USSS may determine that the product meets the specifications above.
Part D. References
Provide at least three references from three different agencies/entities for work performed within the past two years. Reference information should include the point of contact, their email address, telephone number, and agency name.

Your entire email must not be greater than 3 MB; if your quote is above that limit, please send multiple emails. Faxed Parts A through D will be accepted. EVALUATION FACTORS
The contract type for this procurement will be fixed price and award will be made on the basis of best value to the Government, price and other factors considered. Selection will be based on the following evaluation factors, in order of importance: (1) offerors capability to provide a quality product that meets the needs of the government; (2) length and coverage of warranty; (3) past performance, caliber of offerors performance on previous contracts of a similar nature; and (4) Total cost or price.
