The U.S. Department of State (DoS), Bureau of Overseas Buildings Operations (OBO), Management Support Division (MSD) has a requirement for providing professional support services for Travel and Financial Systems Services in the Washington, DC area. These services include the following: Administration of the Bureau s Travel Management System (TM8); Compliance reviews of travel authorization and travel voucher documents; Tracking of electronic travel documents within Travel Manager and Global Financial Management Systems (GFMS): Database management support; System integration and operations support; Technical and operational support; Budgeting; Financial management reporting and analysis services; Travel document processing and coordination; Travel policy guidance; Airline/rail ticketing support; Consolidation and analysis of Bureau travel data; Monitoring the billed travel, Reporting; and Training. The Contractor shall be responsible for controlling the quality of work performed under this requirement and shall deliver all work products and services in a manner that will meet or exceed the contract requirement. In addition, the contractor must be capable of performing and providing professional services with the experienced full-time personnel for the required labor categories of Systems Analyst VII, Systems Analyst V, Systems Analyst III, and Travel Consultant I. The OBO/MSD systems, interfaces, and software that are subject to this requirement include, but are not limited to the following: GFMS; TM8; E2 Solutions; SABRE; International Merchant Purchasing Account Card (IMPAC); Individual Travel Card Program; Discovery Web Reporting; and Carlson Wagonlit Travel. The contractor shall provide help desk support 8:00AM to 5:00PM, Monday through Friday. Contractor shall provide on-site support for systems analysis and database management to MSD. The contractor shall analyze, reconcile, evaluate and coordinate a variety of financial related processes, data, policy, reports, financial documents or statements. The contract shall develop training classes and materials and required for above mentioned systems and their integration with the Bureau and DoS policy/ regulations pertaining to travel. Training elements shall include course outline, course goals and objectives; course material development (some customization may be required depending on the class audience); presentation, evaluation and follow-up to ensure the class goals and objectives have been met. Training classes shall be presented at DoS facilities. The contractor shall provide and maintain a training database. In addition, a facility security clearance at the Secret level is required for this requirement for contract performance in accordance with the DD Form 254, Department of Defense Contract Security Classification Specification. All contractor personnel shall have a Secret clearance by the contract start date and subsequently prior to being assigned to this contract. The NAICS code is 541519. It s anticipated that this requirement will be awarded for a base period of one (1) year with four (4) one year options.
