    Description; Information:
    The Georgia Department of Community Health (DCH or Department) seeks to obtain the services of a qualified vendor to design, build, host, and maintain a cost-effective, consumer-friendly, and educationally rich website that provides health-related information for consumers, providers, and others to assist in healthcare decisions. In February 2007, Governor Perdue expressed public support for value driven healthcare by issuing an executive order on healthcare transparency for the state of Georgia.
Healthcare transparency is a national initiative to publish information about the cost and quality of healthcare services to enable consumers, providers, and others to make informed choices about healthcare delivery services. In 2006, the U.S. Department of Health and Human Services (DHHS) released four interconnected cornerstones that characterize efforts to achieve a value-driven healthcare system. The cornerstones are:
1. Interoperability of health information technology,
2. Measurement and publication of quality information,
3. Measurement and publication of price information, and
4. Promotion of quality and efficiency of care.
The DCH website will address each of these pillars. The successful offeror will build a website that will organize and format health-related information in a usable system with understandable language and easy to use navigation and search capabilities. The website will feature user-friendly reporting, query, mapping, and decision tools designed to facilitate and encourage efficient and effective human-computer interactions. The website will be developed in multiple phases and established using a technical structure that accommodates additional data sets and functionality over time. This procurement is for the first two phases.
