This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-26.



This announcement constitutes the only solicitation and a written solicitation will not be issued. This synopsis, NAICS code 334516, is to notify contractors that the government intends to issue a Purchase Order in accordance with FAR Part 13.106 for the following specifications, under the simplified acquisition procedures. This is a 100% small business set-aside. Prospective offerors are responsible for downloading the solicitation and any amendments. It is the offeror's responsibility to monitor the FedBizOpps website for the release of any amendments to this solicitation. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary.



This solicitation is issued as a Request for Quote (RFQ)



This will be a Firm-fixed price purchase order.



The Food and Drug Administration (FDA) intends to award a purchase order for a fully digitized, computer controlled and robust multipurpose Transmission Electron Microscope (TEM) that is designed for biomedical applications and that has the following capabilities, features and components. These features and capabilities are absolutely essential for our research work with bacteria, C. elegans, and tissue culture. The Transmission Electron Microscope (TEM) system must have the following specifications:



Specifications:





1) The TEM will have a maximum accelerating voltage of 100 kV.

2) It will possess a standard cool-beam LAB6 filament-electron gun assembly-illumination system to provide optimal brightness and reproducibility.

3) The TEM will possess a pneumatic gun lift.

4) The TEM will possess a microprocessor-controlled two-in-series cascade diffusion pumping system.

5) The TEM will possess a specimen position indicator with memory function to handle up to 10 points of interest that can simultaneously be memorized and displayed.

6) The TEM will possess an eucentric side entry tilting motorized Goniometer and control unit used in tomographic and 3D reconstruction experiments

7) The TEM will be controlled by a Windows XP computer controlled optical system and its console will use a lens systems that will provide two different focal lengths, either high contrast or high resolution and the computer and console will have the following features:

Computer controlled high resolution and darkfield imaging system,

RS-170 (TV Standard) data display monitor and ASCII keyboard,

Computer controlled zoom focus and stigmation system,

Computer controlled electromagnetic image shifting system,

Optimum under focus system,

AUTO through focus system

Programmable minimum dose system for beam sensitive imaging,

Personal file feature for microscope setup,

Film data memory system,

Brightness zoom system,

Image measurement system feature for on screen measurements of length, area, perimeter, and angle, and

Programmable user memory,

8) The TEM will come with three interchangeable poles pieces which will allow for rotation-free magnification, regardless of magnification step.

9) The TEM will have an integrated Windows supported side-mounted slow scan, interline-technology based, background correctable, and digital streaming video output CCD camera that is configured to record images on either automatic sheet photographic film (31/4X4 in.) or capture a digital image.

10) The TEM will possess a guaranteed resolution of 0.14 to 0.2 nm by the lattice measurement method.

11) The TEM will be controlled by a Windows based computer system which also includes a minimum dose system which can perform three independent mode functions, search, focus, and camera or photography.

12) The TEM will have a water-cooled chiller recirculator.

13) The TEM will have a external computer and computer-control kit with separate 21 inch Flat panel monitor.

14) The TEM will come with a specimen anti-contamination device

15) The TEM will have an automatic exposure system which allows for varying either brightness or time

16) The TEM will come with a fully automatic vacuum system

17) The TEM will come with a CP-10 Air compressor

18) The TEM will come with an operators chair

19) The TEM will come with a quick change grid holder that can hold up to two specimen grids

20) The TEM will come with installation and proof of resolution guaranteed in our OARSA laboratory

21) The TEM will come with a 1 year parts and labor warranty

22) The TEM will come with an On-site training and one set of operation manuals.

EVALUATION AND AWARD:



Award. The Government intends to evaluate proposals and, if necessary conduct discussions with all responsible offerors within the competitive range. The award will be made to the offeror whose proposal conforms to the terms and conditions of the solicitation and award may be made to other than the lowest priced or the highest technically rated offer.



Relative importance and trade-offs. The Government will base the determination of best value on performance, and the other evaluation factors identified elsewhere in this solicitation. The determination of best value also considers the relative importance of the evaluation factors. All evaluation factors when combined, are approximately equal to cost and price.



CCR: Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. You may register by going to www.ccr.gov. You will need your Dun & Bradstreet number and banking information.



QUOTATIONS DUE: All quotations are due, via email to: Monifa.Coleman@fda.hhs.gov , no later than 10:00am, EST on : September 9, 2008.



PROVISIONS and CLAUSES: The provision at FAR 52.212-1, Instructions to Offerors Commercial Items applies to this solicitation. The following agenda has been attached to this provision: None. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items. The clause at FAR 52.212-4, Contract Terms and Conditions, Commercial Items applies to this acquisition. The following agenda has been attached to the clause: None. The clause at FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders, Commercial Items applies to this acquisition. The following FAR clauses cited are applicable: FAR 52.217-8, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, and FAR 52.232-33. Clauses and provisions are incorporated by reference and apply to this acquisition.
