This is a combined synopsis/solicitation for services, non-personal, for a consultant for the Pension Benefit Guaranty Corporation to provide advice and consultation regarding the optimal transition strategy which the Corporation should employ to maximize the value of the transition assets and to minimize risk to PBGC and the overall financial markets as the Corporation implements its new investment policy. The offeror must have extensive experience advising on the appropriateness of utilizing various transition models for large institutional investors for transitions with an aggregate value of over $1 billion over the past five years. The offeror must have detailed current knowledge of the capital markets, including volatility and liquidity.
