SYNOPSIS AND SOLICITATION: This acquisition is being issued in accordance with FAR Subpart 13.5. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; price quotes are being requested and a written solicitation will not be issued. The solicitation number is N00104-08-Q-Q800, which is a Request For Quotation (RFQ). The solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-26. The North American Industry Classification System (NAICS) Code is 423430. Numbered note 1 applies. The requirement consists of the following Contract Line Item Numbers (CLINS): CLIN 0001: 210 each Fiber PCI NIC 1000BSX SC MMF (Manufacturer: Transition Networks, Part number: N-GSX-SC-01). Brand name only, no substitutions. See page 2, brand name justification, for details. The required delivery for CLIN 0001 is within 30 days of contract award. TRANSITION NETWORKS BRAND NAME SOURCE STATEMENT
The Nuclear Reactor Supply Chain Management Directorate (NRSCMD), Code 87 of the Navy Inventory Control Point (NAVICP) maintains a Secure Network which currently consists of various components, including Transition Networks Network Interface Cards (NIC) and Fiber Optic Converters. This purchase embraces Navy Standardization, which means that we will maintain consistency in the use of fiber optic equipment. This purchase minimizes, if not virtually eliminating the learning curve associated with any new equipment. A warranty provider for a single line ensures better service and lower costs. From our experience, the reliability of Transition Networks Fiber NIC Cards and other fiber products exceeds that of other brands.
Ease of administration: Our technical personnel are very familiar with Transition Networks products. This knowledge cuts down administration time, problem resolution, setup time, and also eliminates the need for various configurations. Changing to another manufacturer would create an unnecessary increase in administration and support time.
