A. The Department of Housing and Urban Development (HUD), under the auspices of the Federal Housing Administration (FHA) Multifamily and Healthcare Asset Sales Program (Program), intends to sell certain of its multifamily and healthcare portfolio of HUD-held notes. These notes primarily consist of loans that were assigned to HUD after default by a borrower or co-insuring lender. HUD intends to satisfy its Program requirements through the use of a performance-based contract. HUD is using the less-prescriptive Statement of Objectives (SOO) provided herein; versus the previous Statement of Work (SOO). The SOO combines loan due diligence and transaction (sale) requirements for services to support the asset sale activities for HUD-held notes secured by multifamily housing properties, assisted living facilities, nursing homes, and hospitals located nationwide.

B. Based on the SOO, a performance work statement (PWS) shall be developed by the Contractor that describes: 1) the end results to be achieved; 2) the proposed performance standards and acceptable quality levels of the work performed; 3) a measurable Quality Assurance Surveillance Plan (QASP) to assure that the end results meet quality and acceptable levels; and 4) an incentive/disincentive structure that motivates the Contractor to achieve HUD s stated objectives.
