The Program Support Center on behalf of the Administration for Children and Families (ACF)intends to negotiate on a sole-source basis for a one base year plus two option years with the National Association of Councils on Developmental Disabilities (NACDD) to continue training and technical assistance to the 55 State Councils on Developmental Disabilities (ADD).

The statutory authority for other than full and open competition is 41 U.S.C. 253 (c)(1), only one responsible source and no other supplies or services will satisfy agency requirements.

The Administration on Developmental Disabilities (ADD), located within the Administration for Children and Families, Department of Health & Human Services (HHS) is the Federal agency responsible for implementation and administration of the Developmental Disabilities Assistance and Bill of Rights(DD) Act of 2000 (P.L. 106-402).

The goal of this contract is to provide technical assistance to the 55 State Councils on Developmental Disabilities whose mission is to engage in advocacy, capacity building and systemic change activities that are consistent with the purpose of the DD Act and; contribute to a coordinated, consumer and family-centered, consumer and family-directed, comprehensive system of community services, individualized supports and other forms of assistance that enable individuals with developmental disabilities to exercise self-determination, be independent, be productive and be integrated and included in all facets of community life.

The goal of this assistance is to improve program performance (increase self-advocacy and build community capacity), statutory compliance and program outcomes across the State Council network. This contract will enable technical assistance to the State Councils that protect the interests of individuals with cognitive, mental and physical disabilities. This technical assistance covers a wide array of training, consultation, information dissemination, best practices and capacity building, and advocacy-based training.

NACDD was established in 2002 to bring together the two organizations that previously supported DD Councils - Consortium of Developmental Disabilities Councils, and National Association of Developmental Disabilities Councils. As such, NACDD represents the diverse interests of its Council members and is the national voice of the State Councils on Developmental Disabilities. Its purpose is to support Councils whose mandate is to implement the Developmental Disabilities Assistance and Bill of Rights Act, and to promote the interests and rights of people with developmental disabilities and their families. NACDD works collaboratively with other organizations to advocate for issues across the life span pertaining to individuals with disabilities and their families.

NACDD is a member driven organization and members are encouraged to become involved in building the organization through participation on the Board of Directors or the various work teams (Finance, Public Policy, Council Services, Bylaws, Nominations, Conference, Strategic Planning and Audit). As the single membership organization for State Councils, NACDD has unique insight into the needs of State Councils and is distinctively positioned to provide technical assistance to the Council network.
There is no other entity with the innate and exclusive ability to provide the appropriate training and technical assistance to the 55 State Councils across the United States and territories.

Vendors who are interested in this acquisition should submit a statement of capabilities with documentation supporting its ability to meet the Government s requirements. The statement of capabilities must specifically demonstrate the following: (1) experience in providing training and technical assistance to State Councils on Developmental Disabilities; (2) experience of organizational structure and the management of State Councils on Developmental Disabilities; (3) experience in conducting workshops and conferences; (4) experience with State Councils measurement of outcomes and reporting processes; (5) ability to provide staff that has proven successful academic and professional work experiences in the field of developmental, emotional and other significant disabilities; proven ability to direct and mange projects of this magnitude including accounting/bookkeeping; proven experience in providing and coordinating training and technical assistance activities; and proven experience in managing contracts or programs for training and technical assistance as a project director.

Failure to submit adequate documentation will result in the Government proceeding with a sole source to NACDD. Responses must be submitted within 20 days from the date of publication of this notice. No solicitation is available. A determination by the Government not to open to the requirement to competition based upon responses is solely within the discretion of the Government.
