The OO-ALC 507 ACSS/GFLD, in conjunction with the 558 ACSG/PK, is conducting market research prior to releasing a solicitation for Training and Simulation Advisory and Assistance Services (A&AS); positions with specialized capabilities. The specific positions are for Principle System Engineering, Senior System Engineering, Program Management Analysis, and Senior Analysis for Aircrew Training and Rehearsal Systems (ATARS) Program Office (PMO) support. Positions will be located at Hurlburt Field, FL and Hill AFB, UT. Companies that can demonstrate the capabilities to meet all requirements listed below should contact Marilyn Simon at marilyn.simon@hill.af.mil no later than 28 April 2008.

This acquisition will be set aside for competition restricted to service-disabled veteran-owned small business concerns in accordance with FAR Subpart 19.14 (Service Disabled Veteran-Owned Small Business Procurement Plan). Only those offerors that can comply with FAR Clause 52.219-27 (Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside) and the qualifications listed below are requested to respond to this request.


Principle System Engineering:
• Principle System Engineers shall possess a Master's Degree in electrical or systems engineering.
• Principle System Engineers are required to have a minimum of ten years experience working on the following:
o Working directly in Special Operations Forces (SOF)/Combat Search and Rescue (CSAR) aviation aircrew environment.
o Training, modeling and simulation systems, technical background in operation, development, acquisition and operation of SOF/CSAR Aviation Systems. Current DOD (AFSOC, AF Material Command) systems acquisition/contracting policies and procedures.
o Analyzing, cataloging, evaluating, identifying and documenting training and mission rehearsal operational requirements for USSOCOM, AFSOC, ACC and AETC specific missions.
o Performing analysis and evaluation of training and mission rehearsal systems/programs to ensure integrated relationships are established between Concept of Operation (CONOPS), Management Action Plan (MAP), Mission Needs Statement (MNS), Operational Requirements document (ORD), functional area plans and architectures for USSOCOM, AFSOC, ACC and AETC specific missions.
o Applying system-engineering disciplines to assist with the development and evolutionary acquisition of training and mission rehearsal capabilities. These activities typically include cost-effectiveness and trade-off analysis leading to recommendations for cost, schedule, technical and POM establishment decisions, assuring AFSOC mission effectiveness, cost effectiveness, and interoperability consistent with goals of AFSOC and Ogden ALC.
o Technical program management, cost estimation, training, modeling and tracking concurrency for specific USSOCOM, AFSOC, ACC and AETC aircraft and simulation systems and systems engineering.
• Offerors must have available at contract award two Principle System Engineers possessing Top Secret/Special Compartmented Information clearances.

Senior Systems Engineering:
• Senior Systems Engineering shall possessa Master's Degree in electrical or systems engineering.
• Senior Systems Engineering are required to have a minimum of five years experience working on the following:
o In the analysis, risk mitigation and management of complex system engineering tasks, evaluation of training and mission rehearsal systems/program to ensure integrated relationships are established between CONOPS, MAPs, MNS, ORDs functional area plans and architectures.
o In applying system-engineering disciplines to assist with the development and evolutionary acquisition of training and mission rehearsal capabilities.
o Organizing technical meeting; technical interchange, system requirement reviews, design reviews and test readiness reviews.
• Senior Systems Engineer shall be capable of possessing a secret clearance.

Program Management Analyst:
• Program Management Analyst shall possessa Master's degree in a scientific or management curriculum.
• Program Management Analysts are required to have a minimum of five years experience working on the following;
o Conducting studies, analysis and evaluations of all AFSOC training systems. Examining requirements documents, capabilities descriptions, analyzing and providing recommended modifications to enhance SOF/CSAR requirements.
o Should be experienced in analyzing supporting contractual documentation in support of AFSOC, USSOCOM and ACC programs.
o Analyzing and recommendations in support of overall Weapon System Trainers (WST) programs. Including systems requirements identification and documentation, source selection support, coordination of subject matter expert support, simulator and support systems design activities, Simulator Certification (Simcert), planning site bed down and facility planning, sustainment planning, installation, test and integration, acceptance and eventual integration into the Formal Training Unit (FTU) and sustainment. Providing recommendations to support the integration of new simulators with existing and future training and mission rehearsal systems.
• Program Management Analyst shall be capable of possessing a secret clearance.

Senior Analyst:
• Senior Analyst shall possess a Master's degree in a scientific or management curriculum.
• Senior Analysts are required to have a minimum of five years experience working on the following;
o Training device support, conducting studies, analysis and evaluations in support of training systems, in examining requirements documents, capabilities descriptions, and be able to recommend modifications to enhance training system requirements.
o Analyzing operational requirements, and in translating the requirements into required capabilities and documentation, provide technical analysis of proposed modifications, recommend modifications necessary to ensure training system programs are executable within current budget and schedule.
o Provide recommendations in support of overall training systems programs to include systems requirements identification and documentation, source selection support, coordination of subject matter expert support, simulation and support systems design activities, Simcert, planning site bed down and facility planning, sustainment planning, installation, test and integration, acceptance and eventual integration into the FTU and sustainment.
o Provide support during technical working group and technical meetings, integrated logistics support meetings, program management reviews and preliminary/critical design review meetings.
• Senior Analyst shall be capable of possessing a secret clearance.
